SUBJECT: Final Plat of Key City Properties Plat No.2
Planning Services Manager Laura Carstens is recommending approval of the final plat
of Key City Properties Plat No.2. City Council is reviewing this plat as it is within two
miles of the corporate limits of the City of Dubuque. The subject property is not within a
primary growth area.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Final Plat of Key City Properties Plat No.2
INTRODUCTION
The final plat of Key City Properties Plat No.2 splits a 47.92-acre lot creating Lot 1 and
Lot 2, both of which are accessed from North Cascade Road in Dubuque, County. Lot
1 also has frontage along U.S. Highway 20. The lot split will create a 44.70-acre lot and
a 3.22-acre lot and will facilitate development of an industrial building on the smaller lot.
There is an existing industrial building on the larger lot.
DISCUSSION
The Zoning Advisory Commission approved the preliminary plat for this subdivision on
October 6, 2004. The final plat provides for the construction of two private streets. The
first street is a 300-foot extension of Royal Wood Drive, beginning north of its terminus
on North Cascade Road. The second street, Key City Drive, will be stubbed off of the
extended Royal Wood Drive approximately 350 feet to the western lot line of the
subdivision. Both streets have 66-foot wide rights-of-way. Both new lots will be served
by an existing communal well, which is directly adjacent to the subdivision. Both lots
will utilize private septic systems.
City Council is reviewing this plat as it is within two miles of the corporate limits of the
City of Dubuque. The subject property is not within a primary growth area.
RECOMMENDATION
Staff recommends approval of the submitted final plat of Key City Properties Plat No.2
as it is in substantial compliance with the City of Dubuque Subdivision Regulations and
the Fringe Area Development Policy, with waiver of Article IV, Design and Improvement
Standards of the Subdivision Regulations except for Section 42-19, Lots and Blocks.

Impact of Request on:
Utilities: The proposed development will get water from an existing large well on an
adjacent lot and individual septic will be provided for each lot.
Traffic Patterns: The subject property will be accessed from North Cascade Road.
Based on 2001 IDOT traffic counts North Cascade Road carries approximately
1,700 average daily trips.
Public Services: Existing public services other than water and sewer are adequate
to serve the site,
Environment: Staff does not anticipate any adverse impact to the environment
provided septic systems are installed as per County standards, and erosion control
is provided during all phases of development of the property.
Adjacent Properties: Development of the subdivision will increase traffic, ambient
light levels, noise and activity in this area,
Recommended Conditions on Plat: None.
Staff Analysis: The submitted final plat of Key City Properties Plat No.2 represents a
lot split of an existing approximately 48-acre lot into two lots. Lot No.1, the large lot,
will be 44,70 acres, and the smaller lot located at the southwest corner of the property
will be 3.22 acres. The entire property is zoned M-1 County Industrial.
The applicant is proposing two street extensions. One will be an extension of Royal
Wood Drive approximately 350 feet to the north of its termination at north Cascade
Road. The other will be a new street (Key City Lane) accessed from extended Royal
Wood Drive. Key City Lane will be approximately 350 feet long and terminate at the
subdivision's western property line, Both streets will provide adequate access to the
balance of the subdivision and adjacent property, which will enable further
development. The property will be served by an existing communal water well on an
adjacent lot located along North Cascade Road. Each lot will use individual septic
systems. Currently the only platted access is from North Cascade Road.
Planning staff recommends that the submitted final plat of Key City Properties Plat No.
2 be approved as it is in substantial compliance with City of Dubuque Subdivision
Regulations and the Fringe Area Development Policy, and Standards of the Subdivision
Regulations except Section 42-19, Lots and Blocks.

RESOLUTION NO. 435-04
RESOLUTION APPROVING THE FINAL PLAT OF KEY CITY PROPERTIES
PLAT NO. 21N DUBUQUE COUNTY, IOWA.
Whereas, there has been filed with the City Clerk a final plat of Key City
Properties Plat No.2; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and has its approval endorsed thereon; and
Whereas, said final plat has been reviewed by the City Planner and had her
approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating hereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE,IOWA:
Section 1. That the City Council hereby waives Article IV, Design and
Improvement Standards of the Subdivision Regulations except Section 42-19, Lots and
Blocks.
Section 2. That the Final Plat of Key City Properties Plat No.2 is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse
the approval of the City of Dubuque, Iowa upon said subdivision plat.
