Bee Branch Crk Study Work Sessi November 3, 2004 Mayor Terrance Duggan and City Council Members City Hall 50 W. 13th Street Dubuque IA 52001 Dear Mr. Mayor and Council Members: At the November 1, 2004 City Council meeting, you reviewed information provided by the Bee Branch Citizens Advisory Committee (BBCAC) and City staff regarding planning for the stormwater management system in Dubuque. A letter from eight of the Committee members was also submitted suggesting additional and/or alternative methods for handling stormwater. The Environmental Stewardship Advisory Commission (ESAC) would also like to endorse the attached rebate program, proposed by those eight members of the Committee. Members of the BBCAC are suggesting a stormwater management rebate program in addition to the items mentioned in their letter. Oftentimes, incentives give a motivation for people to participate on a voluntary basis in various programs. The Environmental Stewardship Advisory Commission believes this could occur with incentives for practicing conservation and erosion control for stormwater management. Please consider these rebate options as part of the total stormwater management program. 'l/¡ ..
