Sec. 32-279 (I) of the City of Dubuque Code of Ordinances is amended to read as follows: Sec. 32-279 (I) Parking Violations - Fines: Overtime Parking, Double Parking and Any Other Standing Or Parking Violation: If paid within one hundred sixty eight (168) hours from time of violation as indicated on the notice, such fine shall be the sum of four dollars ($4.00); if not paid within one hundred sixty eighty (168) hours, such fine shall be the sum of six dollars ($6.00). Section 2. Sec. 32-314 (6) of the City of Dubuque Code of Ordinances is amended to read as follows: Sec. 32-314 (6) Meters - Time and fee schedule for specific lots:: On Parking Lot No. 10, reserved parking for nonmetered spaces shall be between the hours of six o'clock (6:00 A.M.) and six o'clock (6:00 P.M.) daily, excluding Saturdays, Sundays and holidays at a monthly rate of thirty five dollars ($35), payable each month. Section 3. Sec. 32-337 of the City of Dubuque Code of Ordinances is amended to read as follows: Sec. 32-337. Fee Schedule: Subject to the limitations provided in this Division, parking meters, when installed and properly operated, shall show legal parking upon and after deposit of United States coin in accordance with the following schedule: (I) One (I) hour parking meters shall show legal parking for thirty-five cents ($0.35) per hour, but not more than a total of sixty (60) minutes at anyone time. (2) Two (2) hour parking meters shall show legal parking for thirty-five cents ($0.35) per hour, but not more than a total of one hundred twenty (120) minutes at anyone time. '- I 8 I , "" ~ . Van Milligen, City Manager From: Cindy Steinhauser, Parking System supervisor(þ..] Re: Ordinance for parking rates increase Introduction The purpose of this memorandum is to provide you with the necessary language to amend portions of Section 32 of the City of Dubuque Code of Ordinances establishing a new fee schedule. Discussion At the direction of City Council, a parking rate review committee was established to provide input on the proposed parking rate increase for the public parking areas in downtown Dubuque. This rate increase would impact alI parking program including: meters, parking lots and ramps, meter hood and rental and meter fines. The purpose of this rate increase in part, is to help fund the expansion of the Fifth Street ramp. This would be the first across the board rate increase that has been implemented in ten years. The review committee consisted of the following representatives: Dan LoBianco, Dubuque Main Street Ltd.; ShelIy Havens, Cottingham & Butler; Mike McDonough, CIGNA; Michele Burbach, Walker Shoes; Tom Smith, Downtown Neighborhood Association and myself. This committee met on November 16 and 30, 1999 to review the proposed rate increases and their impact on revenue and expenses for the Parking Division. At the request of the committee, Pauline Joyce and I provided several rate increase scenarios for the committee to review. One scenario reviewed by the committee was the original proposal of a $.05 increase in 20-minute, 1,2 and 4-hour meters; a $.10 increase in IO-hour meters; a $4 increase in monthly rentals in the parking ramps; Parking Lot rental increasing from $28/month to $35/month; meter hood rental increase from $3/day to $4/day; meter bags increasing from $18/month to $20/month; and meter fines increase from $3/$5 dollars to $4/$6 dolIars. After reviewing several scenarios and a comparison of parking rates across Iowa the committee opted to endorse the original proposal. This proposal is what is currently reflected in the FY 2001 budget for the Parking Division. In order to implement these . increases the City Council would need to adopt an ordinance amending Sections 32-279, 314 and 337 establishing a new fee schedule. In addition, the City Council needs to direct the City Manager to post the fees and charges within the parking garages per Section 32-304 for parking lots. Action The requested action is for the City Council to adopt the ordinance and direct the City Manager to post the fees and charges within the parking garages effective July 1,2000. I am writing to voice my opinion regarding the increase in fees for monthly parking in downtown Dubuque. I have been employed at Mercantile Bank for 15 years and work at the 7th and Locust Street site. At present I am paying $28.00 a month for parking. I have read that there is a request to raise monthly rates by $7.00 per month! I think that it is an out-of-line increase for people who work downtown. Why should we be the only ones to help pay for the new parking ramps which we will probably never use. I can see an increase of$2.00 to $3.00 per month but $7.00 is unreal!! You'll probably force me to find a tree spot and walk to the bank each day. Please share my letter with members of the City Council. I am very much opposed to the $7.00 a month increase. Charaes-Amounts: Exceptions: (a)Class I premises. Except as qualified below, a fee of seven dollars and forty- four cents ($7.44) per dwelling unit per month shall be paid to the City by the property owner of each Class I premises for such services, Said fee shall be in payment for collection and disposal of solid waste and recyclable materials as defined. Exceptions to the collection charges for Class I premises are as follows: (1 ) When a Class I premises has been vacant for a period not less than three (3) consecutive months, the owner may apply to the City Manager for a credit under procedures to be established by the City Manager. Such credit shall continue only so long as the Class I premises is vacant. Class I premises when the head of the household is sixty-five (65) years of age or older and has an annual income equal to or less than the income standards used by HUD for its "Section Eight (8) Housing Program" for one and two (two) person households may, upon application to the City Manager, be exempted from one-half (1/2) the established collection charge. After the initial application, annual application shall be made by the head of household on July 1 of each year to verify annual income and eligibility. . (2) In cases of extreme financial hardship, the City Manager, may, and is hereby authorized and empowered to, make adjustments in the monthly collection charges as the City Manager may deem appropriate. In such cases, the City Manager shall have the authority to require such proof of vacancy, financial status, age or extreme hardship as the City Manager may deem necessary. Section 2.
