Present: Mayor Duggan,
Council Members Buol, Cline,
Markham, Michalski, Nichol-
son, Robbins, City Manager
Michael Van Milligen, Corpo-
ration Counsel Barry Lindahl.
Mayor Duggan read the call
and stated this is a Special
Session of the City Council
called for the purpose to hold
Departmental Budget Hear-
ings and to act upon such
business which may properly_
