This is a claim for damages to a vehicle that was towed as an
abandoned vehicle and damaged by the Dubuque Police Department,
allegedly without following the proper procedures. The claimant
was the lienholder on the vehicle.
This claim has been referred to Public Entity Risk Services of
Iowa, the agent for the Iowa Communitiès Assurance Pool.
