Dear Representative Scherrman:
It is my understanding that House File 2503 was introduced by Representative
Richardson (D-Indianola) and approved by the House Local Government Committee.
The bill is under consideration for debate. This bill would require a separate
majority approval of involuntary annexations by both the residents of the city and
the residents of the territory to be annexed.
The City of Dubuque is opposed to this bill and its requirements. The existing
process has been successful for the citizens of Iowa, as the Governor-appointed
city development board must approve an involuntary annexation for it to be valid.
Evidence of this success is that in the past ten years, the city development board
has rejected over fifty percent of involuntary annexations.
Our request is that you communicate to the House leadership that you do wish to
have this issue debated.
