1969 January Council Proceedings Regular Session, January 6, 1969 1 hundreds, yes, of thousands of citi- zens who have assembled for prog- ress. They like to see our City go ahead and it's those people, it's not the City Fathers or the City Council and the Mayor. They are the least of the factors, the least factor perhaps in the progress of a City. It's the staff, the dedicated staff, the dedicated volunteers who are ready to sacrifice their time, yes, their time and their money for the good of the City. It's those, it's a combination of those factors that make a City great. But before I leave off I want to say thank you to everybody who has worked to make Dubuque progress to the ex- tent that it has progressed. Criticism I have had always in this job. Some of this criticism was right to my teetb, some of It was beblnd my back. But I expected criticism and I bope, that In all the time that I have lived on earth, I become sufficiently thick skinned to be able to handle. But tbe criticism that I valued most during the year that I have been Mayor has come from my own children. I have three of tbem wbo own their own bomes and wbo are raising their families rigbt here In the City of Dubuque. They have faith in the future just like I bave always had faitb in the future, and I know that when I get criti- cism from tbem It's tempered with love even thougb it's very very serious and I can tell you, any of you who know my two sons and my daughter you know that It would be serious. I am very glad to have had this year as your Mayor, and all I can say to tbe men around tbe table, to the staff, to the volunteers who have given so much of tbeir time to make our works tick. Outgoing Mayor McCauley made the following comments: I was not much for speech mak- ing, Ladies and Gentlemen, wben I started here a year ago; and I certainly don't intend to make mucb of a speech now. I think Tennyson said In a poem one time, a long time ago, "I looked into the future as far as a living eye can see. I saw a vision on the wall and all the wonder that could be." That's what I would like to do. rd like to look into the future a little bit and see what Dubuque has in store for itself in the years to come. I see in the years to come the completion of the Floodwall. I see in the years to come the comple- tion of the downtown Urban Re- newal Site, a new and complete renovation of our sewer system, a new Fire Headquarters. a garbage disposal plant. I see those things continued for 1969 and I see a lit- tle bit farther in the future. The Nortb-South Expressway through the City of Dubuque, connections with the Interstate Highway, pos- sibly a connection between Du- buque and Davenport to the Soutb, possibly a four-lane serviceable Highway 20 that runs throngh Du- buque. I see visions of a little bit more distant future of a regional Air- port. Now those are my feelings for the future-a completion of wbat has been started this year and a projection of what's going on in tbe future. Now how do we go forward, how do we go forward? RESOLUTION NO. 1-69 Rosolutlon for the Appolntmont of a City Manager, City Clerk and City Solicitor for tho City of Dubuquo: Prescribing Their Salaries and Fixing Their Bond.. BE IT RESOLVED by the City Council of the City of Dubuque, Iowa: That the following officers be appointed, suhject however, to the right of the Council to declare such offices vacant or remove the officers therefrom at the pleasure of the Council with or without cause, and to be paid the compen- sation provided for in the pro- posed pay schedule for 1969 and that the City Manager provide a $5,000 bond and the City Solicitor provide a $1,000 bond, both at their own expense. January 2, 1969 To the Honorable Mayor and City Council Gentlemen: As City Manager, I wish to ad- vise your Honorable Body that all officers and employees who I have power to appoint and are under my supervision, direction and con- trol, and whose appointments can. tlnue at the pleasure of the Man- ager, and who are now serving In their respective capacities, shall be paid salaries in accordance with tbe play plan submitted to the Council, a copy of which is at- tached, and in accordance to the detailed distribution of proposed expenditures for 1969, which the Council established at the time of budget hearing and adoption. The attached pay plan Is dated 1968. It is corrected and up-dated by Included pay schedule sheets dated July 19, 1968. The effect of the correction is to Increase the 1968 wage rates by one step. I am also including corrected pay schedule sheets dated Decem- ber 30, 1968. The effect of this correction is to increase the 1968 wage rates by six percent. Tbere were no oral bids. There were two sealed bids received which are listed at tbe bottom of this letter in accordance with the attached signed bids. Upon examination it is our opinion that the bid of First Bos- ton Corporation and Associates is the best bid received, and it is further our opinion that it is favorable to the City and should be accepted. We therefore recom- mend that tbe bonds be awarded to tbat bidder at par plus accrued interest, plus a premium of $135.00 for the interest coupons shown in the bid, being a net interest rate of 5.09078%. January 9, 1969 Honorable Mayor and Council Members Gentlemen: The City Planning and Zoning Commission has held a public hearing on a proposal to include Jots 3, 4, and 5 in Block 5 of Westchester Subdivision in ArtIcle 2 (b) of the zoning ordinance. The property in question is located at the southwest corner of Foothill Road and Kennedy Road. The property is presently classified Multiple Residence and the proposal would permit profes- sional offices to be located on tbe premises- At the hearing there were 5 property owners present to state their objections to the proposal. It was pointed out at the hearing t hat there was a substantial amount of undeveloped property in this area already included in districts that would permit pro- fessional offices. It was tbe opinion of the Com- mission that in view of the op- position of the surrounding prop- erty owners that there was not substantial enough reason to make the proposed change. It is the recommendation of the Planning and Zoning Commission that tbe request not be approved. Tbat $ -0- of the cost thereof shall be assessable upon private property and $11,428.80 sball be paid from the Sanitation Fund of the City of Dubuque. He was requested to remain on the Board until this time. Mr. McCarten bas served as Board Member for about thirty-five years and it is suggested that the Council take official note of his long service to the City. I have appointed Mr. Robert G. Steicben as a member of the Plumbing Board of Examiners to fill the vacancy. His term will be for three years from this date. I request the Council to approve tbis appointment.
