Donations will be used to support the costs associated with working with youth under the age of 21 in Dubuque and Delaware Counties. During FY2004, SASC counselors provided counseling and educational services to youth in the following numbers: ;.. School-based program (grades 7-12) Dubuque Community Schools Western Dubuque Schools (includes Beckman) West Delaware Schools Maquoketa Valley Schools ;.. Dubuque office-based program 277 youth 144 youth 46 youth 36 youth 562 youth ;.. Manchester office-based program 138 youth Alcohol continues to be the primary drug of abuse by our youth with 91 % of the youth reporting alcohol use. Marijuana use was reported by 42% of the youth this past year. Methamphetamine use was reported by 6% of the youth this past year. Additional information about SASC is enclosed for your review. SASC is a not-for-profit agency governed by a volunteer Board of Directors comprised of citizens of Dubuque and Delaware Counties. It is licensed as a substance abuse treatment facility by the Iowa Department of Public Health. SASC maintains full-time offices in Dubuque and Manchester, as well as an adult residential facility in Dubuque. During FY2004, SASC provided services to a total of 3,493 clients and their families, an increase of 8% over FY2003. An additional 6,033 people were involved in a variety of community outreach and education programs. SASC's funding is a combination of state/federal funds, client fees, contracted service contracts, United Way contributions, and other donations. Clients at SASC are assessed fees for services based on a sliding fee scale. No one is refused services based solely on an inability to pay. Current programs and services provided include: I. Assessments for addictive disorders including alcohol and other drug addictions, problem gambling, and co-dependency. 2. OWl assessments for those arrested for drunk driving. 3. Outpatient Treatment including individual, family, and group counseling components. 4. High-Risk Youth Programming including on-campus counseling services at City of Dubuque, Dubuque County, and Delaware County High Schools and Junior High Schools as well as our office-based Early Intervention Program for adolescents and their parents. 5. Prevention programming, which includes community outreach and educational components. 6. OWl Offender Treatment Programs in conjunction with the Iowa Department of Correctional Services. 7. Driving Unimpaired Classes for Iowans arrested for drunk driving. 8. Gambling Treatment Program that provides a full continuum of prevention and treatment services for those experiencing problems due to legalized gambling. 9. Halfway House Program, which provides low intensity residential treatment for adults recovering ftom alcohol and other drug dependencies.
