Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendations for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $3,000 for Dubuque Community School District for equipment and software
upgrade to enable them to properly use their automation system to produce and operate
a regular program schedule for their educational access channel, and $2,000 for a
software upgrade for the operation of the shared educational access channel and six
on- camera lights for their field production cameras.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward two recommendations from the Cable TV Tele-
Programming Commission for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY12 with a balance to be awarded of
$151,715.
At its meeting yesterday, the commission approved two requests for funding. The first request,
from the Dubuque Community School District, is for up to $3,000 for equipment and a software
upgrade to enable them to properly use their automation system to produce and operate a
regular program schedule for their educational access channel. The second request, from
Loras College, is for up to $2,000 for a software upgrade for the operation of the shared
educational access channel and six on- camera lights for their field production cameras.
The grant applications are attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why:: We are seeking funding for the
following items to employ in our management of educational access channel 97.5 (channel 15 with digital
converter box.)
#1 Tightrope cablecast upgrade software 5.0 - this is an upgrade to our video server. It allows for better
overall management of content programming and eliminates the possibility of 'going dark' due to operator
error.
#2 Camera lights and batteries - As our news and sports teams are unable to control the environment in
which news and sports take place, our crews often find themselves in dimly lit rooms. By adding a
camera mounted light, the picture quality will be significantly enhanced.
Describe how the community will benefit from your request:: For the past year, Loras has worked
diligently to provide significantly improved programming and management of the college /parochial
educational access channel. We hope you have noticed the significant upgrade. The items requested
will provide several direct benefits to the channel, and thus the community. 1) The cablecast software will
provide improved backend management and workflow of the scheduling of programming. It will reduce
errors and improve staff programming efficiency. 2) Better picture quality is demanded by viewers for all
channels. The most efficient way to do that is by utilizing superior lighting. All of our interviews and
interior b -roll shots will benefit from field lights on our cameras. The result will be immediately noticeable
to our final news and sports productions.

(City) and Dubuque Community School District (School District).
Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and I -Net use; and
Whereas, School District has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND
SCHOOL DISTRICT AS FOLLOWS:
1. City hereby awards a grant to School District in the amount of
$3,000.00 (the Grant) for its facility at The Forum.
2. The Grant shall be used solely for the purpose(s) described in
School District's application for funding, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. School District shall name City as a Loss Payee under School
District's property insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilities purchased with the Grant shall be used
solely for non - commercial purposes.
6. School District shall produce a minimum of 30 minutes of
programming at The Forum per quarter of the calendar year to air on the
educational access channel reserved for School District.
7. All programming produced by School District shall air on the
channel reserved for School District.
8. Failure by School District to abide by the terms and conditions of
this Agreement may result in forfeiture of the equipment and facilities purchased
with the Grant. City shall provide written notice to School District of any such
failure and School District shall have thirty (30) days in which to correct such
failure. In the event School District fails to cure such failure within such thirty (30)
day period, School District shall within ten (10) days thereafter return all
equipment and facilities purchased with the Grant and the balance of any Grant
funds remaining to City.
