Van Milligen City Manager FR: Mark DalsirC) Chief of Police RE: 2011 Justice Assistance Grant (JAG) Application INTRODUCTION: BACKGROUND: Date: July 11, 2011 The purpose of this memorandum is to request City Council consideration for the approval of the 2011 Justice Assistance Grant (JAG) application. The 3 -year grant is for $57,858 and requires no cash match. This is approximately a 22.4% decrease from the 2010 JAG. Normally the Dubuque Police Department is also the fiscal agent for combined JAG grant funds, with joint funds to be used to support Dubuque County law enforcement operations. The Dubuque County Sheriffs Office did not receive grant funding this year so all of the funds will be for Dubuque Police Department projects. The grant period is three years with a possible one year extension if necessary. For the past several years, the police department has participated with the Edward Byrne Memorial Justice Assistance Grant allowing the department to obtain overtime funds, equipment, and supplies for various prevention and enforcement activities. Again this year, the 2011 Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides federal criminal justice funding to state and local jurisdictions. JAG funds support all components of the criminal justice system, from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives. The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local units of government with grant funds for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas: • Law Enforcement Programs • Prosecution and Court Programs • Prevention and Education Programs • Corrections and Community Corrections Programs • Drug Treatment and Enforcement Programs • Planning, Evaluation, and Technology Improvement Programs • Crime Victim and Witness Programs (other than compensation) Agency allocations are based on a JAG formula and involved agencies have been notified of their potential allocations. The Dubuque Police Department is eligible for $57,858. Agencies are then requested to outline their intentions for the funds. Agencies must submit application materials outlining their intentions for the funds and will then be notified of the results. DISCUSSION: In consideration of the purpose areas, the Dubuque Police 2011 Justice Assistance Grant application requests funds for nine key law enforcement components: A) Tactical Response - Providing funds for a hostage negotiator "throw" phone for controlled communications during standoffs or other emergency situations. B) Explorer Post — Providing overtime funds for post advisors and instructors, and funds for supplies and materials for a 12 month Law Enforcement Explorer Post. C) Mobile Field Force Team Equipment— Providing funds for additional special equipment and clothing related to crowd control and riot suppression situations. D) Water Rescue and Recovery — Providing funds to equip a water rescue and recovery team for water based incidents. E) Territory Accountability Design (TAD) and Narcotics — Provides funds for quarterly TAD special projects aimed at crime reduction in targeted areas established by statistical analysis. F) Community Resource Officers — Providing funding for student interns to work within the Community Policing division on prevention, research, and non- emergency intervention and support service projects. G) Accident/Crime Scene Reconstruction Equipment & Software — Providing funding for equipment and software for precise laser measuring and map creation at major accident and crime scenes H) Handheld Alcohol Breath Testing Devices — Providing funding for field testing breath samples for alcohol detection 1) Smart Phone Upgrade and Software — Providing funding to upgrade cellular phones to "smart phones" and install software capable of running license plates, driver's license and wanted/warrant information. Units will be assigned to bicycle patrol and investigative staff who frequently need the information but do not have access to car computers. Attached is a portion of the written grant application narrative and budget information detailing the above nine components. RECOMMENDATION: The 2011 Justice Assistance Grant provides the Police Department with funds to support the nine listed law enforcement initiatives. I recommend City Council consideration to approve the 2011 Justice Assistance Grant application and submit the application by the due date of July 21, 2011 in the amount of $57,858. Traditionally the City of Dubuque is the fiscal agent for this award and is responsible for disbursement of funds. Due to the fact that the individual allocation for Dubuque County is at $0 dollars this year, the Department of Justice is requesting additional clarification regarding the disbursement of funds. The attached memorandum contains an additional explanation disclosing how the funds are being disbursed between the two organizations. Please review and add your signature to the attached letter for submission to the Department of Justice. Disbursement of award funds through this program have historically been based on the individual allocation amount for each jurisdiction, due to the fact that allocations are based on the level of violent crime reported for each jurisdiction. Traditionally the City of Dubuque and Dubuque County are awarded individual funds with the City of Dubuque acting as the grantee and reporting agency. The City of Dubuque and Dubuque County are named as disparate jurisdictions on the 2011 JAG Iowa Allocations, with the eligible Individual Allocation dollar amount for Dubuque County of $0, and $57,858 for the City of Dubuque. Dubuque County and the City of Dubuque acknowledge that the eligible joint allocation is $57,858; however the total amount has been awarded to the City of Dubuque. Sub -Units include Tactical Response, Marksman /Observers, and Crisis /Hostage Negotiators. The unit has access to an approximately 20 year old, hard -wire telephone that is outdated and unreliable. Grant funding will allow for the purchase of a new system capable of providing controlled communication with individuals in standoffs or other emergency situations. B) Explorer Post— Providing overtime funds for advisors and instructors, and funds for supplies and materials for a 12 month Law Enforcement Explorer Post Prevention activities include the continuation of a Law Enforcement Explorer program in cooperation with the Boy Scouts of America. This program will provide a safe outlet for youths age 14 to 20. Grant funds will provide overtime for instructors as well as printed materials and other supplies. C) Mobile Field Force Team Equipment — Providing Funds for special equipment and clothing related to crowd control and riot suppression situations 2 Attachment 2: Budget & Budget Narrative Preparedness and Tactical activities include the equipping of officers as part of a Mobile Field Force team capable of responding to crowd control issues. Grant funds will provide specialty protective gear, and other crowd control materials. D) Water Rescue and Recovery — Providing funds to equip a water rescue and recovery team for water based incidents Preparedness and investigative activities include the initiation of a water rescue and recovery team capable of assisting other emergency responders during high water incidents as well as recovery of submerged evidence related to criminal manners. Grant funds would provide for equipping and training a team. Intended equipment would include protective clothing, tanks, communication gear and other items need for water rescue and recovery. E) Territory Accountability Design (TAD) and Narcotics — Provides funds for quarterly TAD special projects aimed at crime reduction in targeted areas established by statistical analysis Prevention and investigative activities include the response to specific areas based on needs determined by statistical analysis as well as intelligence information. Grant funds would provide overtime for special projects aimed at the problem areas. F) Community Resource Officers — Providing funding for student interns to work within the Community Policing division on prevention, research, and non - emergency intervention and support service projects. Prevention activities include the deployment of Community Service Officers within the community to aid officers in crime prevention, department presence, and crime deterrence & observation; as well as assist the department with administrative duties, thus freeing sworn officers for response to calls for service. G) Accident/Crime Scene Reconstruction Equipment & Software — Providing funding for equipment and software for precise laser measuring and map creation at major accident and crime scenes Investigative activities include full and complete major accident and /or crime scene investigation; to include full and detailed mapping and plotting of scenes. The precise laser technology will allow accurate representations of scenes. H) Handheld Alcohol Breath Testing Devices — Providing funding for field testing breath samples for alcohol detection Prevention activities include the ability to properly assess potential levels of intoxication of motorists or other individuals and make proper, legal determinations on the best resolution of potentially dangerous situations. l) Smart Phone Upgrade and Software — Providing funding to upgrade cellular phones to "smart phones" and install software capable of running license plates, drivers' license and wanted /warrant information. 3 Attachment 2: Budget & Budget Narrative Prevention and investigative activities include the ability to determine vehicle ownership, driving privilege status, and wants /warrants status on individuals.
