RE: Off - Street Parking — W. Locust & Bluff St. Area
Dear Mayor and City Council Members:
Introduction
The Historic Preservation Commission (HPC) has reviewed a Certificate of Appropriateness
to demolish the building located at 346 -348 W. Locust Street. The applicant identified the
lack of off - street parking in the area as a principal reason the building is no longer viable.
Discussion
The Commission discussed many of the challenges with promoting investment and
rehabilitation of buildings in the W. Locust and Bluff Street area. The Commission noted
those properties adjacent to the bluffs prohibit the option of off - street parking behind the
buildings. The Commission agrees a lack of off - street parking is a significant obstacle in
redeveloping properties in the W. Locust and Bluff Street area. The Commission noted the
value of off - street parking being available within walking distance of these properties.
The Commission discussed the need for a larger neighborhood effort to infuse investment
and rehabilitate the W. Locust and Bluff Street neighborhood area. The Commission feels
that if off - street parking were available, it would help promote investment in the
neighborhood and make it more marketable.
Requested Action:
By a vote of 5 -0, the HPC respectfully requests the City Council explore parking solutions
for the W. Locust and Bluff Street area to help facilitate investment in the neighborhood.
