SUBJECT: Loras Boulevard Historic Street Lighting Project
(CIP 210A92 - Historic District Public Improvement Projects)
Acting Public Works Director/City Engineer Gus Psihoyos is recommending acceptance
of the Loras Boulevard Historic Street Lighting Project, as completed by Westphal &
Company, Inc., in the final contract amount of $105,180.08.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract
for the Loras Boulevard Historic Street Lighting Project.
DISCUSSION
Work has been completed on the project by Westphal & Company, Inc. of
Dubuque, Iowa, in the final contract amount of $105,180.08.
The project included 12 historical intersection lights to be placed along Loras
Boulevard starting at Bluff Street and continuing westward to just past Dell
Street.
RECOMMENDATION
I recommend that the City Council accept the improvements and the final
contract be established at $105,180.08.

The project will be funded from Fiscal Year 2004 Community Development Block
Grant in the amount of $110,115.03. Due to the unanticipated presence of rock,
three precast light foundations were not used. Therefore, $1,386.00 was
charged to the Street Light Replacement Fund (CIP 11 OA 16) so that these bases
can be used for future projects.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolutions accepting the
improvement and establishing the final construction cost.

RESOLUTION NO.
443-04
ACCEPTING IMPROVEMENT
Whereas, the contract for the Loras Boulevard Historic Street Lighting
Project has been completed and the City Manager has examined the work and
filed his certificate stating that the same has been completed according to the
terms of the contract, plans and specifications and recommends its acceptance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved
and that said improvement be and the same is hereby accepted.
BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby
directed to pay to the contractor from the Fiscal Year 2004 Community
Development Block Grant and from the Street Light Replacement Fund in
amounts equal to the amount of his contract, less any retained percentage
provided for therein.

RESOLUTION NO. 444-04
FINAL ESTIMATE
Whereas, the contract for the Loras Boulevard Historic Street Lighting
Project has been completed and the City Engineer has submitted his final
estimate showing the cost thereof including the cost of estimates, notices and
inspection and all miscellaneous costs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to
be $111,501.03 and the said amount shall be paid from the Fiscal Year 2004
Community Development Block Grant and the Street Light Replacement Fund of
the City of Dubuque, Iowa.
