Van Milligen, City Manager Dubuque AN- Amdtcacity 2007 The enclosed resolutions authorize the public bidding procedure for the Green Alley Permeable Pavers Project (17 - 18 between Jackson & Washington Streets). The Green Alley Permeable Pavers Project (17 - 18 between Jackson & Washington Streets) will involve the reconstruction of the alley between Jackson and Washington Streets, from 17th Street to 18 Street. This alley is adjacent to the Washington row houses that the Housing Department is renovating. - Reconstruction of the pavement surface with interlocking concrete pavers. - Watermain reconstruction. - Replacement of four (4) lead water services with copper. - Replacement of the brick sanitary manholes in the alley and on 17 and 18 Streets with new concrete manholes. This project is one of the alleys identified in the Annual Green Alley Program Capital Improvement Plan and it will be the first green alley that will involve water service and alley pavement assessments. The previous Green Alley Permeable Paver Projects were partially funded with Community Development Block Grant funds (CDBG) from the American Recovery & Reinvestment Act; these monies are no longer available. Engineering staff held a public information session for the property owners at the Comiskey Park shelter on July 6, 2011 to discuss the project. The meeting was not well attended. Those who did attend are in support of the project. Engineering will be making special accommodations for the business at 260 East 18 Street so deliveries can occur at all times in the alley. Sealed bids for the work comprising each improvement as stated below must be filed before 2:00 p.m. on the 4 day of August, 2011, in the Office of the City Clerk, City Hall - First Floor, 50 West 13 Street, Dubuque, Iowa. Time and Place Sealed Proposals Will be Opened and Considered. Sealed proposals will be opened and bids tabulated at 2:00 p.m. on 4 day of August, 2011, at City Hall - Conference Room A, 50 West 13 Street, Dubuque, Iowa, for consideration by the City Council (Council) at its meeting on 15 day of August, 2011. The City of Dubuque, Iowa, reserves the right to reject any and all bids. Time for Commencement and Completion of Work.
