Minutes Housing Trust F 11 23 4 MINUTES OF THE HOUSING COMMISSION TRUST FUND COMMITTEE DATE: TIME: PLACE: November 23, 2004 7:30 a.m. Housing and Community Development Department 1805 Central Avenue, Dubuque IA 52001 Acting Chairperson Doris Hingtgen called the meeting to order at 7:32 a.m. following staff assurance of compliance with Iowa Open Meeting Law. Committee Members Present: Doris Hingtgen John Walsh Harry Neustadt Committee Members Absent: Jim Holz Char Eddy Staff Present: David Harris Jean Noel Joleen Patterson Certification of Minutes: 24 September. 2004 Trust Fund Committee Meeting John Walsh moved to approve the 24 September, 2004 Housing Trust Fund meeting minutes. Doris Hingtgen seconded. Roll Call. All present in favor. Motion passed. Correspondence I Public Input None Old Business IFA Housing Trust Fund Application David again informed the Committee that we received notice from the Iowa Finance Authority regarding the State Housing Trust Funds, recommending giving preference to newly formed local trust funds not previously funded in 2004. The IFA will notify previously funded local trust funds in February, 2005 of the opportunity to apply for remaining funds. New Business Fannie Mae Trust Fund Award David informed the Committee that we received a grant from the Iowa FannieMae Partnership Office in the amount of $4,000 to assist with Trust Fund operations. The Committee agreed to put the additional funds toward the Washington Street Revitalization Project to help restore the downtown neighborhood and increase ownership opportunities for lower-income families. David updated the Committee on the planning session that was held with other City Departments to consider a revitalization strategy for the Washington Street Neighborhood. Doris Hingtgen updated the Committee on the purchase of the Washington Neighborhood Shelter/Crossover Foundation property located at 382 E. 21st on behalf of Gateways to Home. Upon discussion, John Walsh moved to award $15,000 to Gateways to Home towards purchase of the property. Harry Neustadt seconded. Roll Call. All in favor. Doris Hingtgen, abstain. Note: As this item was not scheduled on the agenda, action will be scheduled for the next meeting of the Trust Fund Committee. Sponsorship of HOME Program Application from Mid America Housing Partnership David updated the Committee on the MidAmerica Housing Partnership (MAHP) proposal to construct eight town homes affordable to households earning less than 80% median income in the Eagle Valley Subdivision. Due to the increase in manufacturer's costs for the modular homes, MAHP is requesting financial assistance from the City of Dubuque in order to reduce development costs and produce affordable housing. John Walsh moved to approve Community Development Block Grant (CDBG) funds in the amount of $5,500 to MAHP for construction subsidy of each of the town house units, for a total of $44,000.
