PRESENT: Jim O'Neill, Dan Nicholson Steve Accinelli, and Doug Brotherton.

Chairman Teri Goodmann was not present and Steve Accinelli chaired the meeting

APPROVAL OF MINUTES
Dan Nicholson moved to approve the minutes of the October 4, 2004 meeting.
Doug Brotherton seconded the motion. AYES: All. NAYS: None.
OLD BUSINESS:

REVIEW OF AIRPORT STATISTICS
American Eagle was up 29.02% for the month of September. The Control Tower
had a busy month of September and operations are up 8.01% year to date. The
Commission also discussed the high jet fuel in September.

ZONING CHANGES
Nothing new.
04.
AMERICAS HANGAR
Doug Brotherton moved to approve Resolution No. A800-1-04 which was
seconded by Jim O'Neill. The Commission briefed Dan Nicholson on the hangar
expansion. AYES: Brotherton, O'Neill and Nicholson. NAYS: None. ABSTAIN:
Accinelli. Dan Nicholson moved to approve Resolutions A800-2-2004, Setting the
date of the Public Hearing, A800-3-2004 Ordering Bids and Notice of the Hearing.
This motion was seconded by Jim O'Neill. AYES: Brotherton, O'Neill and
Nicholson. NAYS: None. ABSTAIN: Accinelli. The project will be taken out to bid.

NEW BUSINESS:

AMENDMENT TO CMT ENGINEERING:
The FAA requested an updated Airfield Sign Plan. This work is AlP eligible and
can be combined with an existing grant. The engineering cost would be $3,100;
the local match $155. Jim O'Neill moved to approve an amendment to the CMT
engineering agreement for this additional work pending FAA concurrence. This
motion was seconded by Doug Brotherton. AYES: All. NAYS: None.

ENTRANCE ROAD LIGHTING:
Tim O'Brien advised the Commission the Airport could act as the general
contractor on the entrance road lighting project. Bids will be solicited for various
components of the project and maintenance will assist the contractors. The
Commission discussed the two styles of lights, Andy suggested using the lower
priced style of lights as this is not a historical area and more fixtures could be
purchased. The Commission discussed the style, position, and possible hoods to
keep the lights from blinding pilots. It was agreed to proceed with the lower-priced
style of lights would be ordered.

OPERATING BUDGET:
Andy discussed the FY06 operating budget and the improvement level requests.
Doug Brotherton talked about the reserve building fund idea as a method to save
for upcoming projects.

AIRPORT MANAGER'S REPORT:
ß... Rental Aircraft:
The Manager asked if the Commission would like to continue the rent abatement
for the rental aircraft on the field. The Commission concurred they would continue.

The Commission discussed the Las Vegas conference. Both Brotherton and
Accinelli thought the contacts were good. They told Andy to make sure the airport
had a booth at the Schedulers and Dispatchers Conference.

C. Iowa Aviation Conference
Andy, Todd and Peggy will be attending the Iowa Aviation Conference in Des
Moines. Issues being discussed are dedicated funding by the State and the
continuation of the vertical infrastructure projects...
D. Meetinq Dates
The meeting normally scheduled is the week of Thanksgiving. It was agreed the
meeting will be held as scheduled. After some discussion about possible
December dates, a meeting will not be scheduled for December unless necessary.

There was no discussion on the correspondence.

Bob Boleyn and Pat Broderick of TSA were introduced.
Dan Nicholson moved to adjourn. This motion was seconded by Jim O'Neill
