SUBJECT: Historic Resource Development Program Grant Agreement for Heritage
Trail Interpretive Signs
Planning Services Manager Laura Carstens is recommending City Council approval of a
Historic Resource Development Program (HRDP) grant agreement in the amount of
$3,000 for Heritage Trail interpretive signs. The total project cost is estimated to be
$8,000. The City of Dubuque has included interpretive signs in the Vision Iowa project
and has budgeted approximately $3,000. The additional $2,000 local match will be
provided by the Planning Services staff time devoted to research and develop the text
and images, grant administration, coordination with the Historical Society and the
Center for Local History, and sign production.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: HRDP Grant Agreement for Heritage Trail Interpretive Signs
Introduction
Attached is the HRDP grant agreement for heritage trail interpretive signs and a resolution in
support of the agreement, for City Council review and approval.
Discussion
The State Historical Society of Iowa has Historic Resource Development Program (HRDP) grant
funds available for the preservation and interpretation of Iowa's historic and cultural resources.
The City has received two HRDP grants in the past for creation of ten interpretive signs.
The proposed project is the third phase in the development of interpretive signs for the Heritage
Trail Riverfront System. The project will fund three additional interpretive signs. Two signs will
be located on the Mississippi Riverwalk Recreational Trail, describing Dubuque's pearl button
and ice harvesting industries. The third sign, at the trailhead on Julien Dubuque Drive, will
interpret early settlement of the Riprow Valley. As with the other interpretive signs, Planning
Services staff will work with the Dubuque County Historical Society and the Center for Local
History to develop the text and photographs to be used in each sign.
Budget Impact
The City of Dubuque has included interpretive signs in the Vision Iowa project. Budget Director
Dawn Lang has a budget of approximately $3,000 available for interpretive signs. Additional
local match of $2,000 will be provided by the Planning Services staff time devoted to research
and develop of the text and images, grant administration, coordination with the Historical
Society and the Center for Local History, and sign production. The grant is for $3,000. The total

Recommendation
I recommend that the City Council approve the attached resolution authorizing the Mayor to sign

RESOLUTION AUTHORIZING GRANT AGREEMENT FOR HRDP FUNDS FOR
HERITAGE TRAIL INTERPRETIVE SIGNS
Whereas, the State Historical Society of Iowa has Historic Resource Development Program
(HRDP) grant funds available for the preservation and interpretation of Iowa's historic and cultural
resources; and
Whereas, the City of Dubuque has an adopted Comprehensive Plan with goals and
objectives for the preservation and interpretation of the community's historic and cultural resources;
and
Whereas, the City of Dubuque has adopted the Heritage Trail Master Plan and begun
construction of the Heritage Trail Riveñront System; and
Whereas, the City of Dubuque has included interpretive signs in the Vision Iowa project; and
Whereas, the State Historical Society of Iowa has awarded the City an HRDP grant for
Heritage Trail Interpretive Signs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Mayor is hereby authorized to sign the grant agreement with the State
Historical Society of Iowa for HRDP funds to create interpretive signs for the Heritage Trail Riveñront
System.
Section 2. That the City of Dubuque agrees to abide by all local, state, and federal
requirements applicable to the proposed project.

IDENTIFICATION OF PARTIES (Article 1.0)
This contract is entered into by and between the State Historical Society of Iowa (hereafter
referred to as "State" or "SHSI") and the City of Dubuque (hereafter referred to as
"Grantee").
The SHSI Public Trust administrator or designee is the State official designated to execute any
changes in the terms or conditions specified in this contract.
The Mayor of the City of Dubuque is designated to execute any changes in the terms or
conditions specified in this contract.
"HRDP" means Historical Resource Development Program as defined in Iowa Administrative
Code [223] Chapter 49.
STATEMENT OF PURPOSE (Article 2.0)
The purpose of the Historical Resource Development Program is to provide grants to preserve,
conserve, interpret, and enhance the historical resources of the state.
SHSI has been designated by the Iowa General Assembly to administer REAP/HRDP, and the
grant recipient has been approved for funding.
CONTRACTUAL REOUIREMENTS (Article 3.0)
REAP/HRDP monies are to be expended according to Iowa Administrative Code [223] Chapter
49.
The Grantee must:
EMPLOY IOWANS IF POSSIBLE
Give preference to Iowans and Iowa products and services in carrying out this grant.
AVOID ILLEGAL ACTIVITIES
Refrain from using REAP/HRDP funds to influence legisiation or for any lobbying function.
Follow all local, state, and federal laws, including, but not limited to, Title VI and VII of
the Civil Rights Act of 1964, as amended, and the Rehabiiitation Act of 1973, as
amended, which bar discrimination against any employee, applicant for empioyment, or
any person participating in a sponsored program, on the basis of race, creed, color,
national origin, religion, sex, age, or physicai or mental disability, and require
compensation for employment at no less than minimum wage requirements, and provide
safe and sanitary working conditions.
Comply with applicable ADA provisions. ADA is a civil rights iaw that prohibits
discrimination on the basis of physical or mental impairment (the definition of disability).
Your project should comply with ADA, unless (1) the property is a religious entity, a
private club or private residence and not used as a piace of public accommodation; (2)
the property is an owner-occupied bed-and-breakfast with five or fewer rooms; or (3)
'.
the repair work is something iike re-roofing, masonry re-pointing, painting or
wail papering, or changes to mechanical and electricai systems that do not affect the
usability of the property. If you can make minor adjustments in your project that would
eiiminate barriers in a way that meets the Secretarv of the Interior's Standards and
Guideiines for Archeoloqv and Historic Preservation, you should do so. If your proposed
work is an alteration that affects the "primary function area" of your property, ADA
accessibility standards also apply to the path from accessible parking to and through an
entrance. Building owners are not required to spend more than 20% of the totai cost of
aitering the primary function area to make the path of travei to that area accessible.
(There are aiso alternative requirements for those historic properties that cannot be
made accessibie without threatening or destroying their significance-contact SHSI if
you believe this is your situation.)
Check with SHSI before disturbing the ground of your site, including moving in
any large equipment or uprooting plants. Once SHSI has provided permission for
you to proceed, make sure that any excavation work at your project is carefuily
observed by you or your contractors. If, during construction, the project work uncovers
an item or items which might be of archaeological, historical, or architectural interest-
or if important new archaeologicai, historicai, or architectural data come to light in the
project area --STOP. You should make reasonable efforts to avoid or minimize harm to
the materials until the significance of the discovery can be determined by a
professionaily-quaiified archaeologist. Contact the SHSI Office with any questions and
for instructions.
PUBLICL Y ACKNOWLEDGE RECEIPT OF THE GRANT
Include the foilowing statement in any printed lists of contributors, and in any
promotions, publicity, or advertising:
"This project was partially supported through funding from the
Resource Enhancement and Protection (REAP) Act through a
Historical Resource Development Program (HRDP) grant from
the State Historical Society of Iowa."
Post signs provided by the State in a conspicuous place near the entry of the structure
or near the area where grant funds were used. The sign must remain in place for no
less than 36 months after the contract has been completed.
Write your state legislators within thirty (30) days of receiving your signed contract to
teil them about the project. Copies of the letters must be sent to Kathy Gouriey, State
Historical Society of Iowa, 600 East Locust Street, Des Moines, Iowa 50319-0290.
Twenty (20%) percent of the funds will not be reimbursed until the project is
complete and all documentation submitted.
FINANCIAL RECORDS
Retain ail financial records, reporting documents, and all other records pertinent to the
HRDP program for a period of three caiendar years beyond the end of the grant contract.
Provide, at no charge, and make accessibie to the State and to the State Auditor's office,
all books, documents, account information, facilities, or other property belonging to or in
us"! by the Grantee concerning the receipt of funds under this program.
COPYRIGHT .
Choose to copyright any books, publications, films, or other materiai developed because
of grant activities, unless otherwise specified in the award notice or scope of work. The
State reserves the right to borrow or use, without payment of a royalty fee, any
materiais developed because of grant activities.

PROFESSIONAL STANDARDS
Comply with ail appiicabie federal and state laws, regulations, and guidelines, and
technical standards, Including nationaily accepted documentary coilectlon and museum
standards and the Secretary of the Interior's Standards and Guidelines for Archeology
and Historic Preservation. The Secretary of the Interior's Standards and Guidelines for
Archeology and Historic Preservation were published in the Federal Register on
September 29,1983, and revised in 1990. We highly recommend that you include a
clause in all construction contracts and/or project specifications which states that "All
work on this project will be done in accordance with the recommended practices as
stated in the 1990 edition of The Secretarv of Interior's Standards for RehabilitatinG
Historic BuildinGs (revised 1990)."

DAMAGES
Hold the State harmless from damages in any action arising from the performance of
work described in this contract.
PHOTOGRAPHS
Provide photographs of the work. Photographs must be taken at the beginning of the
project, at various stages during work, and at Its conclusion to document the nature of
the work on the project. Original photographs should be mounted or printed on 8V2" x
11" paper. Pi ease submit good quality photographs. If digital photographs are
submitted, please include a diskette or CD containing the images, as weil as the printed
copies. Along with the final report and request for reimbursement, the Grantee must
provide at least five (5) color photographs of the project from its beginning to its end.
FINDING OF NON-COMPLIANCE (Article 4.0)
The State may, for cause, find that the Grantee is not in compliance with the requirements of
the HRDP program or the terms of this contract pursuant to Iowa Administrative Code [223]
Chapter 49. At the State's discretion, remedies for non-compliance Inciude suspension or
return of HRDP grant funds.
CANCELLATION DUE TO NON-APPROPRIATION (Article 5.0)
If funds anticipated for the continued fulfillment of this contract are at any time canceiled or
insufficient either through the failure of the State of Iowa to appropriate funds, or through
discontinuance or material aiteration of the program for which funds were provided, the State
shail have the right to cancel this contract without penalty by giving written notice of not less
than thirty (30) days documenting the lack of funding, discontinuance or program alteration.
In the event of termination of this contract due to non-appropriation, discontinuance, or
program alteration, the exclusive, sole, and complete remedy of the Grantee shall be payment
for services rendered prior to the termination.
PAYMENT (Ar:ticle 6.0)
Ail requests for reimbursement must be submitted with documentation proving sufficient
project progress, documentation of expenditure of grant funds, and documentation of cash and
in-kind match, as outlined in the contract budget.
Provide photographs of work completed for which you desire to be reimbursed.
Provide a brief explanation of how the work completed meets the standards established in the
museum, historic preservation, or documentary collections category.
No more than eighty (80%) percent of grant funds wili be reimbursed until an approved final
project report and documentation of expended grant funds, cash and in-kind match have been
received.
CHANGES IN OWNERSHIP
If a change of ownership of real property occurs within 24 months, the entire amount of the
grant shall be returned to SHSI.
If a change of ownership occurs within 25 to 60 months, 50 percent of the grant shall be
returned to SHSI.
If the Grantee is a government unit or a non-profit organization, the sale of property is exempt
from payback provisions when the sale places the property on tax rolls.
In the event of death of an individual owner, this provision shall not apply.
FINAL REPORT
The Grantee must submit a FINAL REPORT describing the project in detail and showing how the
project work meets the standards associated with its grant category (documentary collections,
museums, or historic preservation). The FINAL REPORT must be made on forms supplied
by SHSI and include all information and documentation as outlined on the
REAP/HRDP FINAL REPORT form. The final request for reimbursement must include
"before" and "after" photographs of the finished work. The final twenty percent (20%) of grant
funds will be released when the final report has been approved, and when all costs have been
documented.
TIME OF PERFORMANCE (Article 7.0)
All claims for HRDP funds shall be received by December 31, 2006.

SCOPE OF WORK

HERITAGE TRAIL INTERPRETIVE SIGNS (PHASE 3)
This project is the third phase in the development of interpretive signs for the Heritage Trail in
Dubuque. The project will result in additional interpretive signs about Dubuque history.
All work on the project must follow professional standards for historic interpretation. The text and
selection of images must accurateiy depict the history and themes of the Dubuque area and will
follow professional standards of research and scholarship. The National Park Service Standards wiil
be used for the design, construction, and placement of signs. Text, graphics, and photos wili be
screen printed and embedded in fiberglass, and then mounted in a solid anodized aluminum frame.
Prepare scope of work for each procedure: (1) panel layout; (2) fiberglass
embedding/screen printing; and (3) metal frames and bases.
Advise coordinating agencies of project status;
Contract artist to design iogo, title, maps, and line drawings;
Coordinate with voiunteers for site-specific text for signs;
Examine bid proposals and notify winning bidders to start work;
Send work completed by graphic artist to design company to produce draft of each panei;
Review and modify drôft layout proofs of panels; assess quaiity and check text;
Consult artist and participants from volunteer committee;
Resubmit proofs to design company;
Send final panel design to screenprinting/fiberglass embedding company on disk;
Complete embedding process-two copies of each sign into a fiberglass vandal resistant panel and
five additional screen prints;
Advise Leisure Services to ready sites;
Obtain metai frames and base standards;
Receive fibergiass embedded panels from contractor;
Assemble panels in metal frames;
Install signs with at least a 4' X 4' staging area of brick or concrete;
Prepare final documentation and request for reimbursement.
