Re: Section 8 Program Assessment
We have received notice from our HUD Kansas City Regional Office that our
Section 8 Program has received a "High Performer" rating, for the fourth
consecutive year. This is the SEMAP: Section Eight Management Assessment
Program annual rating system utilized by HUD to rate housing authority
performance.
To achieve this performance during the past fiscal year, an extraordinary effort
was made by our staff to meet unit lease-up requirements. Due to high tenant
turn-over, often without tenant notice to move, this requirement has become
increasingly difficult to meet. As I have noted in previous correspondence, we
have adopted policies to "over-issue" housing vouchers, much like airlines over-
book to achieve full occupancies. We are currently issuing about three vouchers
for each available apartment, with increasing workload demands on the Section 8
staff as a result.
Our staff does take great pride in achieving these performance ratings and I
commend them for their efforts.

(SEMAP) certification for the Housing Authority of the City of Dubuque. We appreciate
your time and attention to the SEMAP assessment process. SEMAP enables the
Department of Housing and Urban Development (HUD) to better manage the Section 8
tenant-based program by identifying Public Housing Agency's (PHA) capabilities and
deficiencies related to the administration ofthe Section 8 program. As a result, HUD will
