This is the SEMAP: Section Eight Management Assessment Program annual rating system utilized by HUD to rate housing authority performance. To achieve this performance during the past fiscal year, an extraordinary effort was made by our staff to meet unit lease-up requirements. Due to high tenant turn-over, often without tenant notice to move, this requirement has become increasingly difficult to meet. As I have noted in previous correspondence, we have adopted policies to "over-issue" housing vouchers, much like airlines over- book to achieve full occupancies. We are currently issuing about three vouchers for each available apartment, with increasing workload demands on the Section 8 staff as a result.
