SUBJECT: Grant Application for Dubuque Shot Tower History Project
Teachers at Central Alternative High School approached the Historic Preservation
Commission and Planning Services staff earlier this year about how their students might
work on a history project for the Shot Tower concurrent with the City's restoration
efforts. The teachers were interested in researching and documenting the history of the
Shot Tower, and then making this information available to the general public.
The History Channel, a corporate partner of the National Trust for Historic Preservation,
recently announced its Save Our History National Grant Program awarding grants up to
$10,000 to historical organizations that partner with educators on unique, rewarding
projects that help students learn about and appreciate the history of their local
communities.
Planning Services Manager Laura Carstens recommends City Council approval of a
$10,000 Save Our History grant application for the Dubuque Shot Tower History
Project. No local match is required from either the City or the High School for the grant.
The project will be completed between January and May of 2005. If the grant is not
received, the project will proceed, however, it is unlikely that the students' research on
the Shot Tower will be widely disseminated.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
This memo transmits for City Council review and approval a resolution and a $10,000
Save Our History grant application for the Dubuque Shot Tower History Project. This is
a collaborative historical research project of the Historic Preservation Commission and
Central Alternative High School.
Discussion
Teachers at Central Alternative High School approached the Historic Preservation
Commission and Planning Services staff earlier this year about how their students might
work on a history project for the Shot Tower concurrent with the City's restoration
efforts. The teachers were interested in researching and documenting the history of the
Shot Tower, and then making this information available to the general public.
Teachers at Central Alternative High School have guided students in similar historical
research projects in the past, including projects on the Tuskegee Airmen, the
contributions of local citizens during World War II, and the Little Rock Nine. The High
School has received small grants from the History Channel in the past for these types of
projects.
The History Channel, a corporate partner of the National Trust for Historic Preservation,
recently announced the first year of its Save Our History National Grant Program. This
year $250,000 in grants of $1 ,000 to $10,000 will be awarded to historical organizations
that partner with educators on unique, rewarding projects that help students learn about
and appreciate the history of their local communities.

This grant seemed like a great resource for the Dubuque Shot Tower History Project,
since there is no local match required. Planning Services staff worked with teachers at
Central Alternative High School to prepare and submit the on-line application.
The Save Our History grant will allow 40 - 45 Central Alternative High School students
to publish their research on the history of the Shot Tower. The $10,000 grant will be
used to pay the printer/publisher fees for reproducing the findings of the students and to
cover licensing fees and publishing rights of photo images. Approximately 1,000 books
will be produced. In addition to the hard copy format, CDs containing information on the
Shot Tower will be produced.
The books and CDs will be distributed to the Carnegie-Stout Public Library and the 30+
school libraries located in the immediate area. The book will also be for sale at the
National Mississippi River Museum and Aquarium with proceeds to help with restoration
and maintenance of the Shot Tower.
No local match is required from either the City or the High School for the grant.
The project will be completed during the next school semester, between January and
May of 2005. If the grant is not received, the project will proceed. Without this grant,
however, it is unlikely that the students' research on the Shot Tower will be widely
disseminated.
Recommendation
I recommend City Council approval of the resolution and the grant application.
The Dubuque Shot Tower History Project will enhance the Shot Tower's educational
and interpretive value by creating a permanent printed historical record of this unique
and nationally significant historic structure.
The project will also benefit the Central Alternative High School students, enabling them
to work directly with City government, to develop research and documentation skills,
and to learn about and appreciate the history of their local community.
The application deadline for this grant program was December 3, 2004. Planning
Services staff submitted the application by this deadline. Staff will withdraw the
application if the City Council does not approve its submittal.

RESOLUTION AUTHORIZING SUBMITTAL OF A SA VE OUR HISTORY GRANT
APPLICATION FOR THE DUBUQUE SHOT TOWER HISTORY PROJECT
Whereas, the History Channel has announced that the Save Our History National
Grant Program has funds available for historical organizations that partner with
educators on unique, rewarding projects that help students learn about and appreciate
the history of their local communities; and
Whereas, Central Alternative High School and the City's Historic Preservation
Commission have agreed to collaborate on a historical research project for the Shot
Tower concurrent with the City's restoration efforts, and then to make this information
available to the general public; and
Whereas, the Dubuque Shot Tower History Project is consistent with the
Commission's mission and goals as listed in the City's Historic Preservation Ordinance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the submission of a $10,000 grant application to the History
Channel for the Dubuque Shot Tower History Project is hereby approved.
Section 2. That the Planning Services Manager is hereby authorized to submit
the application for the Dubuque Shot Tower History Project on behalf of the City.

This letter transmits the Historic Preservation Commission's support for a $10,000 Save

Dubuque Shot Tower History Project

City of Dubuque has been awarded a federal Save America's Treasures grant for
rehabilitation and Interpretation of the Tower, constructed In 1856 to manufacture lead
shot ammunition and one of only a few remaining shot towers In the United States and
the only one west of the Mississippi River.

The Dubuque Historic Preservation Commission mission and goals are to:
(1) Promote the educational, cultural, economic and general welfare of the public
through the protection, enhancement and perpetuation of districts, landmarks, and
landmark sites of prehistorlc, historic, architectural, archeological and cultural
significance;
(2) Safeguard the city's prehistoric, historic, aesthetic, architectural, archeological and
cultural heritage by preserving distrlcts, landmarks, and landmark sites of historical,
architectural and cultural significance;
(3) Stabilize and improve property values;
(4) Foster civic pride in the legacy of beauty and achievements of the past;
(5) Protect and enhance the city's attractions to tourists and visitors and the support

The Historic Preservation Commission is a group of citizens appointed by the City
Council that possess expertise or interest in historic preservation.
The Commission promotes and conducts educational and interpretive programs on
historic properties; Identify, evaluate, register, manege and protect significant
prehistoric and historic archeological sites; conduct surveys to identify historically,
archeologlcally and architecturally signIficant properties and structures; research and
recommend to the City Council the adoption of ordinances that designate historic
districts and landmark sites and structures; maintain a register of all properties which
have been designated as landmarks, landmark sites or historic districts; and assist and
encourage the nomination of landmarks, landmark sites and historic districts to the
National Register of Historic Places, and review and comment on any National Register
nominations.
The Commission reviews exterior changes to landmarks and structures located in
historic districts. They approve grant and low interest loans to property owners for
rehabilitation projects.

Students from Central Alternative High School will conduct research on and publish
their findings of the historic Dubuque Shot Tower. Topics willindude the local
personalities and the decisions they made thet were Instrumental In building the
structure, its use and benefit to the community in the 1800's (Including the production
of lead shot), its eventual disrepair, and subsequent restoration efforts. The findings
will be published in book and CD formats, and will be dlstrlbuted to the local public
library as well as the 30+ school libraries in the Immediate area. The book and CD will
also be sold at the gift shop In the National Mississippi River Museum and Aquarium.
Proceeds from this research will go toward the malntenence and preservation of the
Shot Tower. The proposed project will also have the students work directly with City
planners and City-sponsored events thet would publicize and promote the preservation
of the Shot Tower (e.g. media releases, newspaper articles).

The teachers at Central Alternative High School have for years developed classes that
meet, if not exceed the project Ideas listed in the Save Our History Educator's Manual.
For example, over the last several years, English and American history students have
conducted research on, and organized not one, but two public seminars featuring
members of the Tuskegee Airmen in 1998 and 2001. A 230-page book the students
wrote was sold and helped raise over $10,000 that was presented to the Red Tail
Project in St. Paul, Minnesota, to help restore a rare P-S1 Mustang In honor of these
brave Americans.
Another class of American history and English students conducted research on the
contributions made by local citizens durlng World War II. With sales of this research
book, the students contributed $5,000 to the National World War II monument in
Washington, D.C. The book earned state and national history honors.
Yet another research project Included inviting members of the UtIle Rock Nine to our
community to take part In a public seminar at a local college.
We are confident that this latest research project on the Shot Tower will also be of
superior quality and lasting historical significance.

years, prlncipally through historic tax credit projects in the central business district.
None of these restoration efforts, however, has been documented wIth an education

District.
