SUBJECT: Mercy Medical Center Banner Request
In March of 2004, the City Council approved a request from Mercy Medical Center to
install banners commemorating Mercy Medical Center's 125 years of existing. Mercy
Medical Center has submitted a new request for approval to install replacement banners
in these same locations to recognize the nursing services credentials recently received.
Assistant City Manager Cindy Steinhauser recommends City Council approval for Mercy
Medical Center to install 58 light pole banners using the existing banner brackets
previously approved by City Council. As in the past, Mercy Medical Center will be
required to sign a revocable license and provide a certificate of insurance listing the City
of Dubuque as an additional insured.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to request City Council approval of replacement
banners to be located at Mercy Medical Center.
Discussion
In March 2004, the City Council approved a request from Mercy Medical Center to
install banners commemorating Mercy Medical Center's 125 years of existence. Rod
Tokheim, Vice President of Marketing for Mercy Medical Center has submitted a new
request for approval to install replacement banners in these same locations to recognize
the nursing services credentials recently received. Attached is a drawing of the new
banner design. Similar to their original request in March, Mercy proposes to install 58
light pole banners using the existing banner brackets previously reviewed by
engineering staff and approved by City Council. Of the 58 banners installed only six of
the banners will be located on public right of way (Langworthy Avenue and Hill Street
area). Based upon City Council approval of this request, these banners will be installed
by January 2005 and will be up for the remainder of 2005. As in the past, Mercy
Medical Center will be required to sign a revocable license and provide a certificate of
insurance listing the City of Dubuque as additional insured.
While the city ordinance provides for the City Manager to approve revocable license
applications, the City Council had previously requested that they review all future
banner requests. City staff has reviewed this request and is recommending approval.
Reauest
The requested action is for City Council to approve the request of Mercy Medical Center
to install banners on public right of way.
