SUBJECT: Request for Proposals for Engineering Services
Operations and Maintenance Manager Don Vogt recommends City Council approval to

INTRODUCTION
The purpose of this memorandum is to request your permission to proceed with
issuing a request for proposals for architectural and engineering services for five
interrelated floodwall pumping station improvement projects.
BACKGROUND
In the fiscal year 2005 Capital Improvement Project budget, funds are
appropriated for projects at the Hawthorne Street, Bee Branch and Maus Lake
floodwall pumping stations.
DISCUSSION
Currently there is $ 520,620.00 budgeted for the design and construction of these
projects in this fiscal year. Listed below are descriptions of the projects:
Hawthorne Street Generator Project - This project provides for the installation of
a diesel-fueled, auxiliary power generator, transfer switch, generator enclosure
and associated conduit and wire. The generator will provide power to run the
floodwall pumps during power outages.
Maus Lake Generator Project - This project provides for the installation of a
diesel-fueled, auxiliary power generator, transfer switch, generator enclosure and
associated conduit and wire. Once again, the generator will provide power to run
the floodwall pumps during power outages.
Bee Branch Floodwall Pumping Station Improvement Projects - The first project
includes the design and installation of a sidewalk along Kerper Boulevard from
the existing pumping station parking lot to the existing river-access steps located
north of the pumping facility.
The second project includes the design and installation of a diesel-fueled,
auxiliary power generator, transfer switch, generator enclosure and associated
conduit and wire. Once again, the generator will provide power to run the
floodwall pumps during power outages. The third project is the replacement and
relocation of the control panel for the station's 150 horsepower floodwall pump,
from its current location outside the building to a new location in the control
building. Although this particular project is proposed for FY06, we feel that it is
necessary and prudent to include the design of this project into the design of the
auxiliary power generator project for this facility.
RECOMMENDATION
I am recommending that the City release the attached RFP, soliciting proposals
from qualified architectural and engineering firms for the design of the Hawthorne
Street, Bee Branch and the Maus Lake floodwall pumping station improvement
projects. I am also recommending the following staff members serve on the
review committee: Assistant WPC Plant Manager/Chemist Jonathan Brown,
Planning Service Manager Laura Carstens, StreeUSewer Maintenance
Supervisor John Klostermann, Civil Engineer II Deron Muehring, Building
Inspector II Steve Neyens, Finance Director Ken TeKippe, and myself.
BUDGET IMPACT
There is $71,784.00 budgeted for design services and another $448,836.00 for
the construction of these projects.
ACTION
I request your approval of the attached RFP and authorization to release the RFP
to the public.

Request for Proposals (RFP)
Architectural and Engineering Services for
Improvements to the Hawthorne Street, Bee Branch,
and Maus Lake Floodwall Pumping Facilities.
I. Introduction
The City of Dubuque, Iowa is soliciting proposals from qualified
consulting firms to provide architectural and engineering services
for the following projects:
Hawthorne Street Generator Project - This project provides for the
installation of a diesel - fueled, auxiliary power generator, transfer
switch, generator enclosure and associated conduit and wire for
auxiliary power to run the floodwall pumps.
Maus Lake Generator Project - This project provides for the
installation of a diesel - fueled, auxiliary power generator, transfer
switch, generator enclosure and associated conduit and wire for
auxiliary power to run the floodwall pumps.
Bee Branch Floodwall Pumps Improvement Project - The first
project includes the design and installation of a sidewalk along
Kerper Boulevard from the existing pumping station parking lot to
the existing steps located north of the pumping facility. The second
project includes the design and installation of a diesel-fueled,
auxiliary power generator, transfer switch, generator enclosure and
associated conduit and wire for auxiliary power to run the floodwall
pumps. The third project is the replacement and relocation of the control
panel for the 150 horsepower floodwall pump from it's current location
out side the building to a new location in the control building.
Complete descriptions of these projects are enclosed with
this proposal.
II. Submission Requirements
An original plus eight copies of the proposal shall be received in the
office of the City Clerk, 50 W13th Street, Dubuque Iowa 52001 by
5:00 p.m. C.S.T. on January 21,2005.
Each consultant assumes full responsibility for delivery and deposit
of the completed proposal package on or before the deadline. The
City of Dubuque is not responsible for any loss or delay with
respect to delivery of the proposals.
The City of Dubuque reserves the right to reject any and all
proposals and negotiate changes with any consultant.
The City of Dubuque is not liable for the cost incurred by any
consultant prior to the execution of an agreement or contract. Nor
shall the City of Dubuque be liable for any costs incurred by the
consultant that are not specified in any contract.

III. Information to be included in Proposal
To simplify the review process and to obtain the maximum degree
of comparability, the proposal shall include the following information
and shall be organized in the manner specified below.
Letter of Transmittal
Provide a letter of transmittal briefly outlining the consultant's
understanding of the work and the name, address, telephone
number and fax number of the consultant's primary contact person.
Profile of Firm
Provide general information about the consultant firm and firm's
area of expertise as regards to this RFP, including the qualifications
of the project manager and other key personnel who would be
assigned to this project.

The proposal shall include the name of the anticipated
project engineer, his or her qualifications and experience, and
the names, qualifications and experience of other key personnel
who would be associated with the project.
Scope of Service
The consultant's responsibilities will include, but may not be limited to, the
following work tasks:
A) Review the Hawthorne Street Pumping Station, Bee Branch
Pumping Station and Maus Lake Pumping Station's sites and
power requirements;
Provide architectural and engineering services for the design of
the following projects:
a) Bee Branch Floodwall Pump Auxiliary Power Project;
b) Bee Branch Pumping Station Sidewalk Project;
c) Bee Branch Pump Controller Project;
d) Hawthorne Street Floodwall Pump Auxiliary Power Project;
and,
e) Maus Lake Floodwall Pump Auxiliary Power Project
Develop one set of construction documents detailing the projects
with engineering estimate;
Submit construction documents to the Corps of Engineers for their
review and revise plans as necessary;
Submit all necessary documents and if necessary, secure Iowa
Department of Natural Resource Air Quality Permit;
Provide all bid related documents and plans;
Review and tabulate bids and recommend bid award;
Conduct and document progress meetings with contractors and
City staff when necessary;
Review progress payments and evaluate change orders and,
Provide complete as-built plans in hard copy and electronic format
acceptable to the city.

Name and location of other consulting firms that would be used
by your firm in the project; the type and approximate
percentage of the work that would be performed by each of
these firms; and the names, qualifications, and experience of
their personnel who would be associated with this project.
Experience of the anticipated project engineer and other key
personnel in performing similar architectural and
engineering services. The proposal shall note at least three
references from past clients for whom the firm has performed
projects within the past five years with the same project
engineer, sub-consultants, and other key personnel proposed for
this project.
The proposal shall discuss the firm's ability to integrate this
contract into their present workload.

Proposed Project Schedule
Provide a project schedule outlining the time period and estimated
completion date of the proposed scope of work.
Fees and Compensation
Provide a proposed cost budget for completion of the proposed scope of
services with cost breakdowns by work product for the five project
components. Quotation of fees and compensation shall remain firm for a
period of at least 90 days from the proposal submission deadline. Please
separate the proposed budget from the other portion of the RFP
submittal. Initial screening will be done by the selection committee
without benefit of knowing the consultant's proposed fee for services.
IV. EVALUATION CRITERA
Proposals will be screened to ensure that they meet the minimum
requirements of the request for proposals. A subsequent review of
qualified proposals will be evaluated by a selection committee. Factors to
be considered by the committee may include the following:
Qualifications and experience of the firm;
Qualifications and experience of the principal consulting staff
proposed to work on the project;
Grasp of project requirements;
Design approach/methodology in completing scope of services;
Proposed schedule required to complete project; and/or,
proposed cost to complete project.
Consultants may be invited to an interview with the selection committee.
