Thank you for the Fannie Mae contribution of $4000 toward the operations of our
Housing Trust Fund. Your support is appreciated and will be put to good use in our
efforts to restore downtown neighborhoods and increase ownership opportunities for
lower-income families.
I would also like to add that we are very appreciative of the efforts of our Iowa
partner in these ventures. Joe Q'Hem's activism and encouragement are a great
source of support to our department and to lenders in Dubuque. He and Irene
Hardisty have always been available to assist us with any request for assistance.

2004 Contribution A ward Contract
My organization has successfully applied to Fannie Mae for a contribution, which will be
used to provide general operating support for Dubuque's Housing Trust Fund.
As a condition of accepting this award on behalf of City of Dubuque Housing &
Community Development Department, I certify to Fannie Mae that my organization is
exempt from tax as a State or Local Government Agency. Furthermore, my organization
acJmowledges receiving the contribution of $4,000.00 from Fannie Mae and confmns
that it provided no goods or services to Fannie Mae in consideration, in whole or in part,
for the contribution.
My organization also agrees to use the award for the sole purpose(s) specified above.
Because Fannie Mae is a corporation established by a law of Congress, it is strictly
prohibited from making contributions or expenditures in connection with federal, state or
local elections, or in connection with any political convention or caucus. ~ll C.F.R.
§1l4.2(a». Accordingly, we have included as a memo notation on the enclosed check
the following: "not for use in connection with any federal, state or local election or to
support any lobbying activities."
As a further condition of accepting this award, my organization agrees that no portion of
the award will be used in connection with (i) influencing legislation, (ii) participation in,
or intervention in, any political campaign on behalf of (or in opposition to) any candidate
for public office, (üi) any attempt to influence the general public, or segments thereof,
with respect to elections, legislative matters, or referendums, (iv) any direct
communication with a "covered executive branch official" (as derIDed in Section l62(e)
of the Internal Revenue Code) in an attempt to influence the official actions or positions
of such official, (v) "electioneering communications" as that term is derIDed in the
Bipartisan Campaign Reform Act of 2002, or (vi) any other expense for which a
deduction would be disallowed under Section l62(e) of the Internal Revenue Code.

Re: Assistance to local housing trust fund
Joe:
It's my understanding that Fannie Mae might have grant funds for operational
assistance to local housing trust funds, and that we have an opportunity at this
time to request a grant of as much as $4000.
Dubuque's Housing Trust Fund is attempting to bring together a planning
committee of stakeholders to consider a significant neighborhood revitalization
initiative in our downtown. Specifically, we hope to implement a program which
will promote increased homeownership for lower (60-80%) income families,
increased housing rehabilitation activities, intensified code enforcement and
complementary public improvement projects.
With operational funding assistance, we could obtain consulting services to help
with neighborhood survey and planning functions, as a preliminary to requesting
capital funding through the City's annual budgeting cycle. As part of this
planning effort, grant funds could be used for neighborhood organizational
activities. These could generate resident participation and formation of a
representative association of activist citizens.
We would appreciate your consideration of Fannie Mae's support of our Housing
Trust Fund activities.
