As a condition of accepting this award on behalf of City of Dubuque Housing & Community Development Department, I certify to Fannie Mae that my organization is exempt from tax as a State or Local Government Agency. Furthermore, my organization acJmowledges receiving the contribution of $4,000.00 from Fannie Mae and confmns that it provided no goods or services to Fannie Mae in consideration, in whole or in part, for the contribution. My organization also agrees to use the award for the sole purpose(s) specified above. Dubuque's Housing Trust Fund is attempting to bring together a planning committee of stakeholders to consider a significant neighborhood revitalization initiative in our downtown. Specifically, we hope to implement a program which will promote increased homeownership for lower (60-80%) income families, increased housing rehabilitation activities, intensified code enforcement and complementary public improvement projects. With operational funding assistance, we could obtain consulting services to help with neighborhood survey and planning functions, as a preliminary to requesting capital funding through the City's annual budgeting cycle. As part of this planning effort, grant funds could be used for neighborhood organizational activities. These could generate resident participation and formation of a representative association of activist citizens.
