PROCLAMA TION
WHEREAS, William (Bill) Baum, Economic Development Director of the City of
Dubuque, IA for the last three years, and prior to that Executive
Director of ECIA and City Administrator in Dyersville, lA, is retiring
on December 29, 2004; and
WHEREAS, Bill has over thirty-three years of public employment and economic
development expertise and has provided guidance and support to
various governmental entities and their pursuits; and
WHEREAS, many worthwhile projects in our community have been initiated,
facilitated, and brought to fruition because of his resourceful and
capable abilities; and
WHEREAS, Bill has been at the forefront of planning and executing several
important long-term projects for our community, some of which are:
Redevelopment of Port of Dubuque;
Relocation of The Adams Company;
EPA Brownfield Assessment Grant;
Expansion of Dubuque Industrial Center West;
$1.2 million RISE grant for Chavenelle Road connection;
New Federal Initiatives Strategy; and
WHEREAS, Bill and his wife, Barbara, plan to enjoy the rest of the winter in
Florida before deciding what to do with the rest of his life.
NOW THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF
DUBUQUE, IOWA, ON BEHALF OF THE CITY COUNCIL, STAFF AND CITIZENS,
EXTEND A SINCERE THANK YOU TO BILL FOR HIS YEARS OF GREAT SERVICE
TO THE CITY AND COMMUNITY AND WISH HIM MANY YEARS OF WONDERFUL
RETIREMENT.
IN WITNESS THEREOF, I have hereunto set
