SUBJECT: Asbury Road Sidewalk Petition
On September 14, 2004, Bobby Martin presented a petition to require sidewalks along
the north side of Asbury Road from John F. Kennedy Road to the Northwest Arterial.
The City has received numerous inquiries requesting sidewalks along this area.
The length of the project is 5,650 feet. Approximately 1,320 feet have existing sidewalk.
Approximately 28 parcels would be assessed for the project: 8 of these parcels have
double frontages and this project would require sidewalks on the front and rear lot lines;
12 of the parcels are required to have sidewalks as part of a subdivision resolution; 70f
the remaining parcels were developed as part of a single lot split and outside of a
platted subdivision requiring sidewalks; and the remaining 525-foot parcel is used as
agricultural and would have a deferred assessment until the land is developed.
The total cost of the project is estimated at $94,047, with the City share being $10,650
of this cost.
With the increased development of Asbury Plaza, the opening of the new middle school
on Radford, and the existing pedestrian traffic to Resurrection School, Acting Public
Works Director/City Engineer Gus Psihoyos is recommending installation of the
sidewalk.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum is in response to a request for sidewalks along the north side
of Asbury Road from John F. Kennedy Road to the Northwest Arterial and a
future bicycle path on either side of Asbury Road.
BACKGROUND
On September 14, 2004, Bobby Martin, 2544 Wheatland Drive, presented a
petition to require sidewalks along the north side of Asbury Road from John F.
Kennedy Road to the Northwest Arterial. In the past, City Engineering has had
numerous inquiries requesting sidewalks along this area.
DISCUSSION
The Engineering Department has reviewed the area along Asbury Road outlined
in the petition. The attached map shows the route and the affected property
owners.
The length of the project is 5,650 feet. Approximately 1,320 feet have existing
sidewalk. Approximately 28 parcels would be assessed for the project: 8 of
these parcels have double frontages and this project would require sidewalks on
the front and rear lot lines; 12 of the parcels are required to have sidewalks as
part of a subdivision resolution; 7 of the remaining parcels were developed as
part of a single lot split and outside of a platted subdivision requiring sidewalks;
and the remaining 525-foot parcel is used as agricultural and would have a
deferred assessment until the land is developed.
Additional right-of-way would be required along portions of the project in order to
provide a five-foot parkway and a four-foot sidewalk. Some utilities will need to
be relocated. Engineering will review the possibility to install a fiber optics
conduit along this corridor in conjunction with this project. A five-foot sidewalk
should be considered if heavy pedestrian traffic is anticipated. The project cost
based on a four-foot sidewalk is as follows:

With the increased development of Asbury Plaza, the opening of the new middle
school on Radford Road, and the existing pedestrian traffic to Resurrection
School, the Engineering Department is recommending that the Department
proceed with the design of the sidewalk installation as shown on the attached
map. This would provide the Engineering Department the winter months to
develop the project for City Council consideration and initiation of construction
prior to the opening of the school.
The Engineering Department has historically used an evaluation process that
includes consideration of the following criteria for the installation of sidewalks:
pedestrian attractions, vehicular traffic, developments, tree and grading issues,
and availability of right-of-way. An unsafe condition exists any time pedestrians
are forced to walk in the street.
ACTION TO BE TAKEN
The Engineering Department requests direction on the question of sidewalk
installation along the north side of Asbury Road from John F. Kennedy Road to
the Northwest Arterial.

Residents in and around Harvest View Estates request the City of Dubuque to require sidewaik on the north side of Asbury
Road from JFK to the Northwest Arterial. In order to provide safe pedestrian access to commercial areas and other
residential neighborhoods and improve the safety of vehicular traffic on Asbury by getting pedestrians off of the street, we
encourage the city to require sidewalks along the north side of Asbury Road.
Additionally, longer term, we further encourage the City to aggressively pursue a bicycle path along either side of Asbury to
encourage bicycle traffic consistent with the tourist and family frlendiy initiatives the City has already taken.
We, the undersigned, are concerned citizens who urge our leaders to act now to require sidewalks on the north
