Van Milligen, City Manager SUBJECT: Holliday Drive Acting Public Works Director/City Engineer Gus Psihoyos recommends City Council approval to designate Holliday Drive as a "through street." This designation gives priority to traffic along that route and automatically provides authority for the installation of stop signs on all side streets. TO: SUBJECT: Holliday Drive INTRODUCTION The purpose of this memo is to present to the City Council a recommendation by City staff to designate Holliday Drive as a "through street". BACKGROUND On July 19, 2004, the City Council approved a recommendation by City staff to designate City streets built to a width of 36 feet or wider as "through streets". Holliday Drive meets this criteria; and recently a new street, Payton Drive, has been constructed connecting Holliday Drive to the Northwest Arterial. RECOMMENDATION Based on the street width and the need to clarify right-of-way at this intersection, I would recommend that Holliday Drive be designated as a "through street". The enclosed ordinance provides for the designation of a "through street" for Holliday Drive. Designation of a particular route as a "through street" gives priority to traffic along that route and automatically provides authority for the installation of stop signs on all side streets. With this designation, individual stop sign ordinances are not required at each of the intersection side streets. ACTION TO BE TAKEN The City Council is requested to adopt the attached ordinance providing the designation of Holliday Drive as a "through street". That the Code of Ordinances of the City of Dubuque, Iowa, be amended by adding Holliday Drive to Subsection (b) of Section 32-213 thereof as follows: Sec. 32-213. ThrouQh Streets.
