SUBJECT: Water Works Park
In December of 1995 a presentation was made to the City Council on the design of
Water Works Park, a possible development of the Hawthorne Street Peninsula. Since
that time, City staff has met with various organizations that plan large group activities on
the Hawthorne Street Peninsula, and due to input received in those meetings, changes
have been made to the design.
As funding for this project became tight over the years, this project was moved back in
the five-year budget. When the Vision Iowa grant proposal was submitted for the
America's River project, this project was listed as part of the City of Dubuque's match.
To fulfill that obligation, the project needs to be under construction right after July 4,
2005.
leisure Services Manager Gil Spence is submitting an updated plan for Water Works
Park for City Council review. Some design features that are worthy of note include:
. 35 to 40 parking spaces for boats
. 70 to 75 vehicle parking spaces, including seven spaces on the east side of the
boat ramp to allow people to view the river from their vehicles
. rest room building at the north end of the park that includes a family rest room
. two council rings, one on the south end and the other on the north end that will
also serve as a fishing pier
. play equipment
. butterfly garden
. walking paths
. landscaping
. protection of the wells with the same building material used for the rest room
building
The entrance to the park is moved west of the present entrance to allow for all traffic to
be kept on west side of the peninsula. Through the entire planning process all
participants wanted the park next to the river and to not have vehicle traffic disrupting
the park atmosphere. With parking allowed on Volunteer Drive and the parking added
to the east side of the ramp parking lot, there is adequate space for the river to be
viewed from vehicles. Places to park and view the river also exist at lock and Dam
#11, the Schmitt Island Boat Ramp and Miller River View Park.
I respectfully recommend approval of the recommended conceptual design of Water
Works Park.

Water Works Park
INTRODUCTION
The purpose of this memorandum is to provide the City Council with an update on the
Water Works Park design.
BACKGROUND
In June 1995 the City contacted Steve Ulstad of Steven Ulstad Architects to discuss the
possible development of the Hawthorne Street Peninsula. The City's Riverfront Plan
had noted this location as an important location to view the comings and goings of the
Mississippi River and thought park and picnic opportunities should be pursued.
Dubuque lacked parkland above the river and the plan identified this location for park
purposes.
Planning Services Manager laura Carstens and Water Plant Manager Bob Green led
the early planning efforts. laura because of her involvement with the Riverfront Plan,
and Bob because the City's well heads are located here and his department is
responsible for the property.

Attachment A is the final plan and statement of probable cost that were the result of this
planning effort.
In December 1995 it was decided that a presentation of the design plan would be made
to the City Council during the leisure Services Department budget hearing. It was also
decided that GiI Spence would take over the leadership role for the project and that the
project would become a Park Division project and be part of that capital improvement
budget. The project first appeared in the FY 97 to FY 2001 C.I.P. budget in years FY
2000 and FY 2001.
Since 1995 we have met with organizations that plan large group activities: Catfish
Festival, Dubuque Symphony Orchestra, Thunderfest, and the local marina. Everyone's
approval of the plan was received, although several of these events have left the
peninsula and others have started using the area. This review process with these
groups has started over because time has changed their needs. We want to make sure
space and electric power needs are addressed in the design.
As funding of the capital improvement budget became tight over the years, this project
was moved back in the five-year budget. When the Vision Iowa grant proposal was
submitted for the America's River Project, this project was listed as part of the City of
Dubuque's match. To fulfill that obligation the project needs to be under construction
right after July 4, 2005.
The Planning Services Department has submitted a number of grant applications for
this project and have not been successful.
DISCUSSION
To move the process forward, City staff met with Steve Ulstad on November 18th to
review the park design and recommend any changes.
Attachment B is a copy of the revised design plan based on comments from the
November 18th meeting. As we move toward final design, decisions will be made on
type and location of light fixtures, electrical pedestals, building materials, et cetera. A
floor plan of the rest room building is Attachment C. The basic design is the same as
was used in Flora Park, next to the horseshoe courts.

When development is completed the area will become part of the park system and
subject to park rules and regulations. We will, of course, give special consideration to
the needs of the boat ramp users and allow access to the ramp outside of park hours.
The roadway will also have snow removal in the winter.
