Four Mounds Foundation requests your approval, as property owner of Four
Mounds, for us to move ahead with a grant application to restore the Porte
Cochere at the historic Grey House. This structure has suffered damage and
needs restoration and repair to its structural members, its foundation, its roof
and its stucco coating.
Our grant request to the State Historical Society is $29,575 for a $44,377 total
project estimate. The grant request is through the Historic Resources
Development Program (HRDP).
We ask that you include this request for approval in your upcoming agenda for
the January 3, 2004 City Council meeting.

Four Mounds Foundation [501 (c) 3J was founded in 1987 to
manage and steward a gift of property willed to the City
of Dubuque from the estate of Elizabeth Adams Burden in
1982. The Burden Family's vision was that the 54 acres of
scenic river view property be preserved for the public
good and utilized for educational purposes. The
Foundation exists to perpetuate that vision through the
preservation of the property's natural resources,
restoration of its historically significant buildings and
operation of its vocational training program for at-risk
youth. Since its inception, the organization has restored
most of the 20 buildings at the estate and our nearby
educational farm and safeguarded 100 acres of savanna,
prairie, and b1ufflands through sound conservation
practice, easements, and sensitive stewardship. We
recently suceeded in listing the property as a National
Register Historic District, a Dubuque Landmark, and a
Silos & Smokestacks Affiliate.

I. Sifmificance of the historical resource as it relates to the proposed proiect? The
Four Mounds Estate Historic District is a listed on the National Register of
Historic Places and a Dubuque landmark. It is an unusual, intact gentleman's
farm which serves as the only resource of its kind as an affiliate partner in the
Silos & Smokestacks National Heritage Area, providing an interpretive story that
tells about a national movement that was a reaction to the growing mechanization
and industrialization of agriculture. The Lawrence Buck designed Grey House is
the most prominent and architecturally significant building of over fifteen
buildings onsite. The 1908 Craftsman style mansion was built at the birth of the
automobile, using a new, no-nonsense modern style and building materials. The
grounds were built around the automobile's use, with a chauffeur's house,
garage/barn, and roads leading to all four residences. One enters the estate on the
winding lane that leads up the hin to the Grey House, around the driving circle
and under the handsome Porte Cochere, where one exits the automobile to enter
the building. The Porte Cochere is the most prominent, decorative, and
distinctively styled characteristic of the Grey House. It is an original feature that,
despite its severe damage and lack of structural integrity, remains highly intact.
The feature is an integral part of the house and helps clearly define this building's
radical style that was so unusual for Dubuque.
2. Significance of the contribution of the proiect to enhance the preservation.
conservation. or interpretation of Iowa's historical resource? Ralph Christian,
following a Grey House visit, once said the house has one ofthe highest levels of
integrity of any building he'd seen in Iowa. This project restores the most
prominent feature of the most significant building at the Four Mounds, the
historic Grey House Porte Cochere. Severely damaged by insect infestation
within the last decade, it is structurally compromised and without further
stabilization and restoration, will be lost. Insect infestation flourished due to
wetness Within the structure, resulting from the innovative, but impractical, Porte
Cochere design (water-permeable, horizontal stucco coping over the wooden
structure). Its restoration will halt deterioration, eliminate pests, and protect the
rest of the Grey House from the same fate. It will also restore the look of this
handsome façade and prevent such damage from happening again, with a design
modification for the copings. Our organization started from scratch with the
mission to preserve the historic Four Mounds estate and make it available to the
public for educational purposes. Seventeen years later, we are nearly fmished
restoring all buildings on site and have made the property available to the public
with a wide variety oflow-impact uses (Inn & Conference Center, extensive
youth programming, Chanenge Ropes Course, miles of trails, and open grounds.)
We've safeguarded nearly 100 acres of Mississippi blufflands, woodlands, and
prairie on our estate and our nearby farm with easements, landmark status, and
other protections. Our partnership with the City (Four Mounds' owner) is
innovative and effective, helping us reach common goals.
3. Knowledlle and understanding of accepted professional standards as thev relate
to the proposed proiect. Through TAN, we hired Doug Steinmetz a year ago to
start planning for this project and hired him back privately to continue planning.

Through TAN, we hired Doug Steinmetz a year ago to start planning for this
project and hired him back privately to continue. We will utilize Doug's services
during the project to ensure we proceed correctly. As well, we will closely advise
the NPS Preservation Briefs, including #22 on historic stucco and #4 on historic
roofing. Our staff and volunteers have a wide range of experience and knowledge
with preservation, restoration, and rehabilitation, and construction standards.
Chris Olson, project manager, has a Masters of Science in Historic Preservation,
construction management experience and serves on Dubuque's Historic
Preservation Commission. The other two staff working on the project have a
combined 20+ years experience working on a variety of Four Mounds'
preservation projects. One has 25 years experience as a master carpenter. We'll
receive volunteer assistance and guidance of our board president, John Gronen, a
respected preservation expert and construction manager. We'n follow the
Secretary ofInterior's Standards for rehabilitation and restoration throughout the
project. Because of our status as a local landmark, we have added protection with
a Historic Preservation Commission review process. We scrutinize
subcontractors and their proposals to ensure that we are making the right choices
for treating this structure. Our goals in this project are to stabilize the building,
mitigate and repair damage by insects, retain as much of the historic structure as
feasibly possible, and put back new details (with Doug Steinmetz's guidance) that
minimize overall aesthetic changes but protect the structure from water and
insects.
4. De!!Tee of threat to the resource. This resource's structure is severely
undermined. Insects (powder post beetles and carpenter ants) began work on this
structure in the last decade, eating away at structural members, including the main
support beam and the roof joists. Their damage turned the support beam to
powder and has affected 80% ofthe roof joists beyond repair. Without the
stabilization measures we have taken to protect it, the structure would fail, posing
a life safety issue and severely compromising the integrity of the rest ofthe Grey
House- especially the front façade's structural wall. With Doug's
recommendations, we removed stucco in the most inconspicuous spaces to
determine the extent of the damage. So far, everywhere we have looked we have
found damage. The structural beam literally fell apart as we removed the stucco.
Last year, we supported the structure through the use of temporary support posts
where the old beam used to be.
5. De!!Tee to which the I!oals and obiectives of the proiect enhance the avvlicant's
long-ranl!e vlan. Our mission is to preserve Four Mounds and make it available
to the public for educational purposes. The Porte Cochere is the entrance to our
Inn & Conference Center, the heart of Four Mounds. Our strategic plan, updated
each year and closely followed, outlines the needs for preservation and restoration
on site. The Porte Cochere restoration was listed as the highest priority for large
project building needs. Most other needs are performed by our onsite staff who
follow regular maintenance schedules. The few remaining projects in the plan
like this project, which involve structural issues or complicated building materials
(like stucco), require us to hire outside assistance. For this project, we will

engage an expert on stucco and masonry restoration, concrete specialists, sheet
metal roofers, and an architect.
6. Degree to which the project supports the economic. educational. and cultural
health of the area. region or state. This project affects our Inn & Conference
Center business, as it is the entrance to the Grey House. The Center was opened
as a means to meeting a variety of goals--making the property open to the public
through a variety of uses (private rentals, a B & B, a conference center, and with
public events) and by providing an income that supports preservation and regular
maintenance ofthe building. This self-sufficiency frees up our organization to
focus on our mission and fundraising for other projects. As well, it makes a
significant impact on the region. We are a Silos & Smokestacks affiliated site, are
known throughout the region for our exceptional Bed & Breakfast, are a day
traveler's destination (trails & grounds open to the public) and for years have
been quiet leaders in the preservation and interpretation of life along the
Mississippi River.

contributions through our annual campaign to complete the project have been
collected. Assistance from volunteers like John Gronen will help guide the
project (est. $805). As welI, we have phenomenal support from our board of
directors and the Four Mounds Fellowship, a cadre of volunteers that help
fundraise for Four Mounds. As with any restoration project, we will involve at-
risk youth from our Y.E.S. program, giving them the opportunity to gain
vocational training skills, learning about the building trades, preservation, and
archaeology practices. The City's continuing support as owner of this property
allows us to carry out our mission of preservation and education. [As students are
receiving academic credit, they will not receive pay during the training, nor have
we included their work in our budget.]
8. Def!f'ee to which the budget is reasonable, appropriate to the project, complete
and mathematicallv correct.
Phase 1- Stabilization: Remove stucco at parapet walls over flat roof to investigate
damage from stucco coping above end walls, cover temporarily with EDPM. Per
suggestion by Doug, pour foundation under south end piers and connecting wall
(shortening structure approx. 10"), replicating foundation detail from house. Replace
main beam.
Phase II - Restoration: replace flat roof sheathing (80% salvageable) and joists
(20% salvageable) as needed. Investigate entire structure, opening inner end wans
and using a fiberoptic boroscope as possible, minimizing stucco damage as much as
possible. Replace structural members as needed, treating entire structure for pests as
we move along. Repair and replace (as needed) stucco with in-kind material (metal
lath and sensitive mixture stucco). [Test panels and approval to take place before
proceeding]. Install venting along inside of end walls, at ceiling under flat roof, and

at parapets above to allow breathing. Install new lead-coated copper roof at flat roof,
with same material along parapets and over coping along end walls.

material and methods, favoring repair to replacement. Other labor (selective
material removal): 5% - perform basic carpentry, stabilization, excavation, debris
removal, and investigation. Roof: 17% - rubber underlayment & temporary
protection plus the fmish copper roofmg/flashing. Lumber & supplies: 5% -
structural stabilization, repair, forming, tools (saw blades) and safety equipment
(masks). Concrete: 10%- for foundation under piers; partial curb and driveway
replacement. Pest control: 2%- cost of solution only.
