Agreement with the Dubuque Community Schools.

Approval of School Resource Officer (SRO) agreement with Dubuque
Community Schools
INTRODUCTION
RE:
The purpose of the memorandum is to seek approval of an agreement between the City
of Dubuque Police Department and the Dubuque Community School District regarding
the duties and responsibilities of the Dubuque Police School Resource Officers.
BACKGROUND
The police department and the Dubuque Community Schools continue to work closely
in providing a strong relationship between the school and police through the Dubuque
Police School Resource Officer (SRO) program. Currently the police department
dedicates three full-time police officers to the Dubuque Community School District
throughout the school year. Although funded in part by a Department of Justice COPS
(Community Oriented Policing) grant, the Dubuque Community Schools provides
matching funds. For FY2005, those school funds are in the amount of $52,281.22.
DISCUSSION
The purpose of the agreement is to define the role of the police department in providing
school resource officer services to the elementary, junior high, and senior high schools.
Additionally, the agreement outlines the financial support from the Dubuque Community
Schools to the City of Dubuque for SRO services.
RECOMMENDATION
We recommend approval of the attached Dubuque Police School Resource Officer
agreement between the City of Dubuque and the Dubuque Community School District.
ACTION REQUESTED
Action requested is to seek City Council approval of the agreement between the
Dubuque Community School District and the police department and to sign both copies
of the attached agreement.

The Dubuque Community School District and the City of Dubuque, having a strong desire
and commitment to continue the services of the School Resource Officers ("SRO officers"),
enter into the following cooperative agreement:
This "Cooperative Agreement", this - day of December, 2004, by and between the City
of Dubuque hereinafter referred to as "The City" and the Dubuque Community School District
hereinafter referred to as "The School District" defines the role in providing services to the
elementary, junior high, and senior high schools.
The SRO officers will at the sole direction or approval of the Chief of Police:
1.
Act as liaison between the law enforcement community and the school.
2.
Maintain campus awareness, identify imminent problems and serve as safety consultant for
theschool.
3.
Visit classrooms.
4.
Make presentations and answer questions.
5.
Inform school officials and staff of current police involvement with students and/or
student's families.
6.
Investigate appropriate cases involving students at victims or suspects except those cases
handled by a specialized unit.
7.
Assist with prevention patrol for students en-route to and from school.
8.
Take appropriate action or on-site occurrences including but not limited to: fights,
vandalism, theft, accidents, traffic violations, disorderly conduct, narcotics offenses,
weapons, unauthorized persons on school property, other occurrences as appropriate.

Assist with in-servicing other school security staff.

Interact with patrol and investigative divisions on matters of mutual concern including but
not limited to: indecent exposure, gang activity, traffic hazards, sex offenses, suspicious
persons, other matters and as appropriate.
Attend school staff and faculty meetings and training sessions when requested.
Act as a resource person to school staff.
Attend school-sponsored extra-curricular activities when requested.
Interact with students to promote and reinforce basic life skills, self-control and
accountability.
Maintain confidential records on student contacts.
Maintain working knowledge of School Board policies, school Administrative Regulations
and Student Handbooks.
Conduct other duties as approved or assigned by the Chief of Police.
Hours and work day will be determined by building schedule and extra-curricular activities.
Uniform will be worn at the discretion of the officer.
The School District will provide financial support to the City for 50% salary of two SRO officers
in the amount of Fifty Two Thousand Two Hundred Eighty One Dollars and Twenty Two Cents
($52,281.22). However, three SRO officers will be assigned to the School District.
A.
Provider invoice to the School District by November 12, 2004.
School District payment to Provider by December 17, 2004.
Amount due is 50% of the Agreement.
B.
Provider invoice to the School District by April 15, 2005.
School District payment to Provider by May 13, 2005.
Amount due is 50'}'o of the Agreement.
Either the School District or the City may cancel this agreement, by giving the other party
written notice of intent to cancel said agreement at least thirty (30) working days. It is further
provided that either party may cancel under emergency or exigent circumstances by providing
written notice of intent to cancel said agreement at least ten (10) days prior to the proposed
date of cancellation.
Matters not covered by the provisions of this agreement may be settled by mutual agreement of
the parties to this Agreement.
The Provider and the School District further agree that the duration of this contract is from
August 15, 2004 through June 15, 2005, and that any further extension or re-negotiation of the
contract shall be on an annual basis.
