SUBJECT: Westbrook Subdivision - Parking Restrictions
Based on the June 29, 2004 Agreement between the City of Dubuque and Callahan
Construction, Inc., Acting Public Works Director/City Engineer Gus Psihoyos
recommends that the City Council adopt an ordinance to limit parking on the streets in
the Westbrook Subdivision.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Westbrook Subdivision - Parking Restrictions
INTRODUCTION
On December 3, 2004, Joel Callahan of Callahan Construction, Inc. requested
that the City of Dubuque Engineering Department establish the no parking zones
per the June 29, 2004 Agreement between the City of Dubuque, Iowa and
Callahan Construction, Inc. for the Westbrook Subdivision.
BACKGROUND
The Westbrook Subdivision is a 40-acre parcel east of Seippel Road and north of
the Dubuque Industrial Center West that will have mixed-use, including
affordable owner-occupied housing. As part of the June 29, 2004 agreement,
Callahan Construction, Inc. was allowed to build streets with a 42-foot right-of-
way and with 27 feet of pavement back-to-back, with no parking on one side, in
the residential portion of the subdivision.
DISCUSSION
Since the residential street widths vary from the City standards of 31-foot
pavement width and 50-foot minimum right-of-way, parking needs to be restricted
on the following streets for City maintenance purposes:

RECOMMENDATION
Based on the June 29, 2004 Agreement Between the City of Dubuque, Iowa and
Callahan Construction, Inc., I recommend the adoption of the enclosed ordinance
to limit parking on the residential streets in the Westbrook Subdivision.
ACTION TO BE TAKEN
The City Council is requested to approve the ordinance to limit parking on the
residential streets in Westbrook Subdivision.

ORDINANCE NO. 1-05
AN ORDINANCE AMENDING SECTION 32-262(d) OF THE CODE OF
ORDINANCES OF THE CITY OF DUBUQUE, IOWA, PROHIBITING PARKING
ON DESIGNATED STREETS OR PORTIONS THEREOF BY ADDING
PORTIONS OF NORTH WESTBROOK DRIVE, SOUTH WESTBROOK DRIVE,
TRAILS EDGE DRIVE AND PEBBLE CREEK DRIVE
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa,
be amended by adding to Subsection (d) of Section 32-262 the following:
North Westbrook Drive, south and west sides, from Seippel Road to Trails
Edge Drive.
South Westbrook Drive, north and west sides, from Seippel Road to Trails
Edge Drive.
Trails Edge Drive, south side, from Pebble Creek Drive to South
Westbrook Drive.
Pebble Creek Drive, east side, from North Westbrook Drive to South
Westbrook Drive.
Passed, approved and adopted this 3rd day of January, 2005.
