Mr. Wm. Watters, principal of Lincoln School also stressed the need for the signal crossing light by stating that this is a coopera- tive venture between the two schools. City Engineer White was asked to comment on the petitions and he stated that the idea of a light in the area has been under study for some time. It is estimated that the cost would be approximately $10,000, with construction in mind possibly this spring. Mr. Tom Voelker, one of the appraisers of the property, stated that the area used should be put to Class liB" zoning pur- pose, wihch would seem to be its best use. The developers would be willing to put in a buffer zone be- tween the presently existing sin- gle family and the proposed busi- ness center. If this would be put to business use it would be con. sistent with 90% of the property along John F. Kennedy Road. Mr. A. G. Heitzman one of the residents in West Side Manor ob- jected to the proposed rezoning, substantiated by a petition signed by all residents in the single family area, with the exception of two, for various specific reasons; - 1. When the property owners pur- chased lots in the area it was done with the understanding that the West Side Manor subdivision was to be all single family units, as stated by the realtor. 2.-Re- zoning of the area would extend the present shopping center area adjacent to the already developed single family residential area. 3.- Rezoning to Class liB" would de. tract from the desirability of the West Side manor area. Proposed area to be rezoned would take in 29 building lots, which is almost one-third of the original West Side Manor Subdi- vision. I am of the opinion that there is no liability on the part of the City of Dubuque for damages al- legedly suffered by Mr. McKay and therefore recommend denial of said claim. Baker of 2148 Graham Circle, Du- buque, Iowa, filed claim against the City of Dubuque, Iowa, for dam- ages allegedly occurring as the re- suIt of backup of sewer that oc- curred on December 8, 1966 and December 9, 1966 and claiming the amount of $300.00 and $540.00 re- spectively on each occasion as dam- ages from said backflow. That I am advised hy the City Clerk that the said William J. Bak- er notified him by phone that he had made settlement with the con. tractor in question and that he de- sired to withdraw his claim. In view of the foregoing the claim of William J. Baker as here. inabove specified should be denied and I so recommend to your Hon. arable Body. Original claim is hereto attached. NOW THEREFORE, BE IT R& SOLVED by the City Council of the City of Dubuque, Iowa: Section 1. That based on an analysis of the field studies, re- location interviews and other evi~ dence, there is hereby found and determined that there is a deficit in the supply of standard housing in the City of Dubuque within the ability to pay of certain families to he displaced by the Project. Section 2. That the local Public Agency in recognizing and acknowl~ edging its obligation and responsi- bility for a feasihle method of re- locating these low income families hereby establishes a Rent Supple~ mentation Program and adopts the following policies for the pro- gram's operation. 1. Eligibility A. The amount of rent sup- plementation to be provided to a family or individual shaH equal the difference between the gross monthly rent of the dwelling unit to which they have relocated and their ability to pay as defined in Subsection C. B. The amount of rent supple- mentation to provide to a family or individual receiv- ing public assistance where
