This is a claim in which the claimant was westbound on Dodge Street and struck a City
of Dubuque police squad car which was responding to an alarm with emergency lights
activated and attempting to turn left onto Wacker Drive from an eastbound traffic lane.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the Iowa
Communities Assurance Pool.
