Van Milligen, City Manager SUBJECT: State HRDP Grant Application for Shot Tower Archeological Survey The City of Dubuque has been awarded a federal Save America's Treasures grant for rehabilitation and interpretation of the historic Shot Tower. The $295,000 federal grant will be used to address structural problems and provide an opportunity for interpretation. The federal Save America's Treasures grant requires an archeological investigation in and around the Shot Tower. The State of Iowa's HRDP grant would help finance the required archeological survey of the Shot Tower, which is estimated to cost approximately $30,000. Planning Services Manager Laura Carstens is recommending City Council approval of the submittal of a $15,500 HRDP Grant Application for the Shot Tower Archeological Survey. Van Milligen, City Manager Laura Carstens, Planning Services Manager ~ TO: SUBJECT: State HRDP Grant Application for Shot Tower Archeological Survey INTRODUCTION This memo transmits an application to the State Historical Society of Iowa for a $15,500 Historic Resources Development Program (HRDP) Grant for the Shot Tower Archeological Survey. A resolution also is attached. BACKGROUND The City of Dubuque has been awarded a federal Save America's Treasures grant for rehabilitation and interpretation of the historic Shot Tower, located at the Port of Dubuque. The $295,000 federal grant will be used to address structural problems and provide an opportunity for interpretation. The City of Dubuque and the State Historical Society of Iowa will contribute matching funds for this federal grant. The State awarded the City a $100,000 Historic Sites Preservation grant for stabilization of the Shot Tower in November 2003. The City has committed $200,000 as part of the America's River project at the Port of Dubuque for rehabilitation and interpretation of the Shot Tower. DISCUSSION The federal Save America's Treasures grant requires an archeological investigation in and around the Shot Tower. The Sate of Iowa's HRDP grant would help finance the required archeological survey of the Shot Tower. We have estimated that archeological survey of the Shot Tower will cost approximately $30,000. The HRDP grant is for small projects like this survey, and requires a 1:1 match of $15,000. The City's match can come from local funds and the federal grant already committed to this project. Shot Tower Grant Application Page 2 of 2 An additional $1,000 expense is included for an advisor from the State Historical Society of Iowa's Technical Advisory Network. This is a required budget line item for HRDP grant applications. The 50% match for this item will be provided by City staff time on the project. This additional cost brings the project total to $31,000. The City's commitment would be $15,000 cash match in the current project budget, and $500 in-kind match in current City staff salaries. RECOMMENDATION I recommend that the City Council approve the attached resolution authorizing the submittal of a $15,500 HRDP Grant Application for the Shot Tower Archeological Survey. Since the grant deadline is January 18, the Planning Services staff will submit the application pending City Council authorization. If this authorization is not received, the application will be pulled. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the submission of an application to the State Historical Society of Iowa for grant funds from the Historic Resource Development Program to conduct the Shot Tower archeological survey is hereby approved.
