Sealed bids were received for the 2004 Sanitary Sewer Lining Project. Acting Public
Works Director/City Engineer Gus Psihoyos recommends award of the contract to the
low bidder, Visu-SewerClean & Seal Co., in the amountof$81,329.16, which is 37.3%
under the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the award of the 2004 Sanitary Sewer Lining
Project.
BACKGROUND
With age, clay sanitary sewers deteriorate. Cracks and bad joints form, compromising
the integrity of the sewer. In addition, stormwater and groundwater can infiltrate into the
sewer. Both conditions can cause the overloading of the sewer system.
The high costs and inconvenience to the public associated with the excavation and
restoration of pavement for sanitary sewer rehabilitation projects has led to the
development of "trenchless" technologies. Cured-in-Place Pipe (CIPP) is a versatile
trenchless method for restoring structural integrity to sewer mains.
CIPP is a resin-impregnated tube that is installed in an existing damaged or leaking
sewer. Once inserted into the pipe, it is expanded and cured by applying heat. The liner
is a seamless, joint-less, pipe with a smooth inner surface that increases flow capacity.
The seamless pipe also prevents infiltration. Robotic cutters are then used to restore
active lateral connections to the line.
On December 6, 2004 the City Council initiated the 2004 Sanitary Sewer Lining Project.

DISCUSSION
Sealed bids were received on December 29, 2004. Visu-Sewer Clean & Seal Co. of
Pewaukee, Wisconsin, submitted the low bid in the amount of $81 ,329.16. This amount
is 37.3% under the engineer's estimate. A summary of the bids received is as follows:

RECOMMENDATION

The project will be funded with the Fiscal Year 2004 Sanitary Sewer Lining Project
appropriations in the amount of $100,000 and the Fiscal Year 2003 JFK and
Pennsylvania Sanitary Sewer appropriation in the amount of $109,000. The balance of
funds will be applied toward the 2005 Sanitary Sewer Lining Project.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the 2004
Sanitary Sewer Lining Project to Visu-Sewer Clean & Seal Co. in the amount of
$81,329.16.

RESOLUTION NO. 23-05
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 1st day of December, 2004, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the 2004 Sanitary Sewer Lining Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

RESOLUTION NO. 24-05
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
2004 Sanitary Sewer Lining Project pursuant to Resolution No. 458-04 and
notice to bidders published in a newspaper published in the City of Dubuque,
Iowa on the 10th day of December, 2004.
Whereas, said sealed proposals were opened and read on the 29th day of
December, 2004, and it has been determined that the bid of Visu-Sewer Clean &
Seal Co. of Pewaukee, Wisconsin, in the amount of $ 81,329.16 was the lowest
bid for the furnishings of all labor and materials and performing the work as
provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Visu-Sewer
Clean & Seal Co. and the Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
