AN ORDINANCE ESTABLISHING THE SOUTH FORK SANITARY SEWER
INTERCEPTOR DISTRICT - PHASE I AND A SCHEDULE OF FEES FOR THE
CONNECTION OF PROPERTY TO CITY SEWER
Whereas, after full consideration of the final connection fee schedule showing the
connection fees proposed to be made for the Southfork Sanitary Sewer Interceptor District
- Phase I, which schedule of connection fees was filed in the office of the City Clerk on the
2nd day of March, 2000; and
Whereas, the City Council has determined that the amounts shown on said
schedule are proper and are in proportion to the benefits conferred; and
Whereas, the City Council further finds that the Southfork Sanitary Sewer
Interceptor District - Phase I should be established and the connection fee schedule
approved and adopted,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. There is hereby established the Southfork Sanitary Sewer Interceptor
District - Phase I and a schedule of fees for the connection of property to City sewer, as
shown on the schedule attached hereto.
Section 2. Each person whose property will be served by connection to City sewer
shall pay a connection fee to the City, as shown on the schedule attached hereto.
Section 3. Such connection fee shall be due and payable when a sewer connection
application is filed with the City. All fees collected under this Ordinance shall be paid to the
City Treasurer.
Section 4. The City Clerk is hereby authorized and directed to certify a copy of this
Ordinance for recording in the office of the Dubuque County Recorder.

Southfork Interceptor Sewer - Phase I
The construction of Phase I of the Southfork Interceptor Sewer Project has been completed and
final connection charges for future connections to this sewer line have been calculated. Public
Works Director Mike Koch is recommending acceptance of the project and approval of the
schedule of final connection charges.

Southfork Interceptor Sewer - Phase I
INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for
the Southfork Interceptor Sewer - Phase I.
DISCUSSION
.
Work was completed back in 1998 on the project by Sproule Construction Company
in the final amount of $378,966.89. Final connection charges have now been
calculated for future connections to this sewer line.
This project provides sewer service for 565.16 acres of developable property, This
project was funded under the Sanitary Sewer Extension Policy which allows the City
to construct interceptor and collector sewers and distribute a connection charge to
benefitting property owners within the sanitary district when they connect.
Connection fees have been prepared for the 18" interceptor sewer and the 8" collector
line, The connection charges for the interceptor sewer are based on a cost per acre
for all properties within the district. In the case of the collector line, an agreement has
been made with the developer of South Glen Estates to incorporate that 8" sewer line
into this project. Connection fees will be collected as these properties develop.
RECOMMENDATION
I would recommend the project be accepted and that the schedule of final connection
charges be approved.

The project was funded from the General Fund. The funds are being repaid to the
General Fund from the Sewer Fund and through connection charges as development
occurs throughout the area.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolutions accepting the
improvement, establishing the final construction cost, and setting a public hearing on
establishing connection fees for the sanitary sewer for April 3, 2000.
