City funding enables the agency to continue to coordinate a downtown revitalization program aimed at the creation and retention of jobs, prevention and elimination of slum and blight, enhancement of the local tax base, and capturing of private investment. It is my recommendation that the City Council approve the attached Purchase of Service Agreement with Dubuque Main Street, Ltd. and authorize the Mayor to execute the contract on behalf of the City. The adopted Fiscal Year 2001 operating budget provides a payment of $12,029 to help fund the Substance Abuse Services Center. The City's contribution funds a half-time substance abuse counselor to work with youth in the City who are referred to any of the Center's high risk youth programs. The agency provides a number of services including early outpatient substance abuse treatment for troubled adolescents and their parents. It is my recommendation that the City Council approve the attached purchase of services agreement with Substance Abuse Services Center and authorize the Mayor to execute the contract on behalf of the City. The volunteers help in a variety of ways which include commodity distribution, providing services to the Department of Human Services, providing help at senior citizen meal sites, schools, hospitals, and nursing homes, and providing clerical support in offices of nonprofit agencies and City departments.
