During the Fiscal Year 2001 budget process, the Mayor and City Council provided
$43,966 for a Purchase of Service Agreement with Dubuque Main Street, Ltd.
Administrative Services Manager Pauline Joyce is recommending execution of the
attached Purchase of Service Agreement with Dubuque Main Street, Ltd. to provide
funding for the agency to continue to implement a downtown revitalization
program.

Purchase of Service Agreement with Dubuque Main Street, Ltd.
The adopted Fiscal Year 2001 operating budget provides for the payment of
$43,966 to Dubuque Main Street, ltd.
City funding enables the agency to continue to coordinate a downtown
revitalization program aimed at the creation and retention of jobs, prevention and
elimination of slum and blight, enhancement of the local tax base, and capturing of
private investment.
It is my recommendation that the City Council approve the attached Purchase of
Service Agreement with Dubuque Main Street, Ltd. and authorize the Mayor to
execute the contract on behalf of the City.

Management Council
Attached for City Council approval is the Purchase of Services Agreement with the
Dubuque Area Labor-Management Council for the City's financial support for Fiscal
Year 2001.
The adopted Fiscal Year 2001 operating budget provides a payment of $7,692 to
the Dubuque Area Labor-Management Council to provide services related to the
maintenance and expansion of a cooperative labor-management resource center,
the maintenance of a speakers bureau, publication of a bimonthly newsletter,
expansion of educational incentives and outreach, expansion of existing
membership, and facilitation of a cooperative effort between labor and management
in the City of Dubuque.
It is my recommendation that the City Council approve the attached purchase of
services agreement with the Dubuque Area Labor-Management Council and
authorize the Mayor to execute the contract on behalf of the City.

the operation of a program which provides for a substance abuse counselor to work

Attached for City Council approval is the Purchase of Services Agreement with
Substance Abuse Services Center for the City's financial support for Fiscal Year
2001.
The adopted Fiscal Year 2001 operating budget provides a payment of $12,029 to
help fund the Substance Abuse Services Center. The City's contribution funds a
half-time substance abuse counselor to work with youth in the City who are
referred to any of the Center's high risk youth programs. The agency provides a
number of services including early outpatient substance abuse treatment for
troubled adolescents and their parents.
It is my recommendation that the City Council approve the attached purchase of
services agreement with Substance Abuse Services Center and authorize the Mayor
to execute the contract on behalf of the City.

Administrative Services Manager Pauline Joyce is recommending that a Purchase of
Services Agreement be executed with the Dubuque Area Chamber of Commerce
Convention and Visitors Bureau in the amount of $486,880. This amount
represents fifty percent of the hotel/motel tax received by the City for the period of
October 1, 1998, through September 30, 1999, as approved by the City Council
during the Fiscal Year 2000 budget process.

Attached for City Council approval is the Purchase of Service Agreement with the
Dubuque Area Chamber of Commerce for the City's financial support of the
Convention and Visitors Bureau for Fiscal Year 2001.
The adopted Fiscal Year 2001 operating budget provides a payment of $486,990.
This amount represents 50 percent of the hotel/motel tax received by the City for
the period of October 1, 1998 through September 30, 1999. Payment will be
made to the Chamber of Commerce in four equal quarterly installments of
$121,747.50.
It is my recommendation that the City Council approve the attached Purchase of
Service Agreement with the Dubuque Area Chamber of Commerce and authorize
the Mayor to execute the contract on behalf of the City.

Helping Services for Northeast Iowa, Inc., for financial assistance to cover
operating expenses of that agency. The agency has received financial assistance
from the City for the past eight years.
Helping Services of Northeast Iowa, Inc., utilizes these funds for their Education
Services Division which provides substance abuse prevention services to the
residents of Dubuque. These activities include consultations, training,
presentations, and early intervention programming.

Program
The adopted Fiscal Year 2001 operating budget provides for the payment of
$7,341 for the Retired and Senior Volunteer Program to enable that agency to
continue to retain part-time staff to help place retired persons or persons 55 years
of age and older as volunteers in nonprofit public and private agencies.
The volunteers help in a variety of ways which include commodity distribution,
providing services to the Department of Human Services, providing help at senior
citizen meal sites, schools, hospitals, and nursing homes, and providing clerical
support in offices of nonprofit agencies and City departments.
It is my recommendation that the City Council approve the attached Purchase of
Services Agreement with RSVP and authorize the Mayor to execute the contract on
behalf of the City.
