'~hael VarxMilligeI.en, City Manager ~r~ f!jnes Burke, Community and Economic Development Director FROM: SUBJ: Expenditure of Community Development Block Grant Funds INTRODUCTION This memorandum reports on the status of the City's expenditure of Community Development Block Grant (CDBG) funds. This is in response to the attached letter from the Department of Housing and Urban Development (HUD) reminding the City of the timely expenditure of funds requirement. DISCUSSION HUD requires that 60 days prior to the close of the program year a city's line of credit balance must be at or below 1.5 years of its CDBG entitlement. For Dubuque, that means that on May 1, our balance should be $2,128,500 or less. At the time the letter was mailed from HUD our balance was $2,844,875 or more than $700,000 over the target amount. After reviewing the status ofCDBG funded projects with Housing Services, Leisure Services, and Planning Services, I believe that we should meet the spending target. As reported, the following expenditures are expected prior to May I: Operating expenses less revenue Kerper Boulevard Ind Park Playground Improvements cp2 projects Housing Trust Homeowner Rehab First-time Home Buyers Lead Paint Program Rental Rehab Total $ 140,000 $ 140,000 $ 129,000 $ 40,000 $ 85,000 $ 175,000 $ 80,000 $ 55,000 $ 80,000 $ 924,000 We plan to modify our procedures to make a number of draw-downs from HUD during April, rather than waiting until the end of the month. This will help us to gauge our progress and keep you and the CDBG funded departments informed. Please advise me, if you have any questions regarding this matter or require additional information. Duggan Mayor of Dubuque City Hall 13th and Central Dubuque, IA 52001 Dear Mayor Duggan: A check of Dubuque's line of credit balance through the Department's computerized system indicates that the city currently has 2.01 years worth of funding as a balance. This is a reminder that the city is to be at or below 1.5 years as of May 1,2000. In order to achieve this level, $716,875 will have to be drawn down and expended prior to this date. If we can be of any assistance in helping you meet the timely distribution of funds requirement please let us know. If you have any questions, contact Mr. Barry Linstrom, Public Trust Specialist, at 402/492-3161.
