Expenditure of Community Development Block Grant Funds
INTRODUCTION
This memorandum reports on the status of the City's expenditure of Community Development
Block Grant (CDBG) funds. This is in response to the attached letter from the Department of
Housing and Urban Development (HUD) reminding the City of the timely expenditure of funds
requirement.
DISCUSSION
HUD requires that 60 days prior to the close of the program year a city's line of credit balance
must be at or below 1.5 years of its CDBG entitlement. For Dubuque, that means that on May 1,
our balance should be $2,128,500 or less. At the time the letter was mailed from HUD our
balance was $2,844,875 or more than $700,000 over the target amount.
After reviewing the status ofCDBG funded projects with Housing Services, Leisure Services,
and Planning Services, I believe that we should meet the spending target. As reported, the
following expenditures are expected prior to May I:

We plan to modify our procedures to make a number of draw-downs from HUD during April,
rather than waiting until the end of the month. This will help us to gauge our progress and keep
you and the CDBG funded departments informed.

Dear Mayor Duggan:
A check of Dubuque's line of credit balance through the Department's computerized system
indicates that the city currently has 2.01 years worth of funding as a balance. This is a reminder that the
city is to be at or below 1.5 years as of May 1,2000. In order to achieve this level, $716,875 will have to
be drawn down and expended prior to this date.

SECTION 202 SUPPORTIVE HOUSING FOR THE ELDERLY
CAPITAL ADVANCE PROGRAM
The Department of Housing and Urban Development will accept applications from
nonprofit organizations for rental or cooperative housing under the Section 202 Capital
Advance Program for Supportive Housing for the Elderly subject to the following:

This represents the funding available for the Des Moines Multifamily Program Center.
The minimum number of units per application is 20 units in metropolitan areas and 5 units in
nonrnetropolitan areas and the maximum is limited by the total available in each category (i.e.
metro/non-metro).
Appropriate filing infonnation is contained in an Application Package which may be
ordered from HUD's SuperNOFA Infonnation Center at 1-800-HUD-8929 (TDD: 1-800-483-
2209); or via the Internet through the HUD web site at http://www.hud.gov/fundsavl.htmi. It
may be beneficial for you to obtain this infonnation before the scheduled workshop.
THE APPLICATION DUE DATE IS MIDNIGHT ON MAY 18, 2000. Application
submission procedures have been made consistent for all programs. Hand carried
applications have to be received in the Des Moines Multifamily Program Center before
6:00 p.m., May 18, 2000. Mailed applications will be determined acceptable as long as they
are postmarked on or before midnight on the application due date and received by the
appropriate HUD Office within ten (10) days of the application due date. Applications sent by
overnight or express mail delivery will be accepted before or on the application due date or
after that date as long as there is documentary evidence that they were placed in transit with
the overnight delivery service no later than the application due date.
Our Section 202/811 Workshop, for all interested applicants, will be held
Thursday, March 30, 2000, beginning at 11:00 a.m. to coincide with the Section 202 and
811 Satellite Broadcast training scheduled for that same day from 11:45 to 2:15 p.m. Staff
will also be available after the Broadcast to answer any questions. For additional information
or if you have any questions, please call either Lynette Shrum at (515) 284-4583 or Audrey
Rivas at (515) 284-4062.
