The request is for additional funding associated with the Public Improvement Project previously approved by City Council on 3/3/08. The application, staff report, site survey proposal, and Public Improvement Project application are enclosed. Background HDPIP provides 3:1 matching grants on a competitive basis to neighborhood groups and nonprofit agencies for public improvements in local historic districts and landmarks. The program is intended to enhance public places and help retain and augment their sense of place. The program covers up to 75% of project costs. Applicants are required to provide a 25% match. The entire 25% private match may be in -kind donations. The minimum grant amount is $3,000. The maximum grant amount is $100,000. Architectural and engineering fees associated with a project, up to $10,000 or 10% of total project costs, are eligible grant expenses. Discussion Christine Olson, Four Mounds Foundation Executive Director, presented the request. She explained the Four Mounds Foundation is seeking $7,670 in HDPIP funds to assist with the preparation of a site plan. Ms. Olson explained the survey is necessary to accurately estimate the Public Improvement Project at the Estate. The survey will allow Four Mounds to move forward with the Public Improvement Project and utilize the remaining $91,200 previously allocated. If approved, the survey will be undertaken immediately and the project will be finished and the grant closed out by October 2011. Once the survey is complete, the public improvement project will commence. It is Four Mound's intention to utilize the remaining $91,200 and close out the Public Improvement Project grant by June 2012. The applicant has provided the enclosed documentation of in kind services for Jeffrey L. Bruce and Associates for the cost of their donated time and services associated with the Cultural Landscape Plan and Public Improvement Project. The $31,101.57 match exceeds the 25% minimum match requirement. As a reminder, Four Mounds has been working to utilize a remaining $91,200 HDPIP grant for the restoration of the road, historic features on -site and other features to minimize visitor impact (parking, sensitive lighting, walkways). Using part of this grant, we undertocika landscape heritage assessment and illustrated site plan last year, We now have a clear outline of the work that we intend to complete using that grant, but during this process, R became evident that to accurately estimate the work, we would need an engineering survey. This was recognized by our landscape architect and potential contractors as,we tried to move forward to use the funds. We have this request: for consideration of a new grant of $7,670 to cover the costs of a survey at Four Mounds, allowing us to better plan for improvement and restoration projects -1 his will allow us to more accurately anticipate issues and costs as we move forward with the capital project that includes restoration of historic features, replacement of the road, and relocation of parking with sensitive options. If funded, we would undertake the survey immediately and close out that grant by October 2011. We would also move forward to complete the other capital project, using the remaining $91,200 immediately following that process. Our intention is that 100% of these funds will be utilized and grant will be closed out by June 2012. Please see the attached estimate for survey work from Buesing & Associates that outlines the scope of work covered under the request. Our services would be as noted below: 1. Field survey to locate the South boundary of the Four Mounds property. The existing surveys as completed by Carl Bartels some thirty -five years ago of the area indicate that this boundary follows an existing fence along this southerly boundary. If the fence still exists and we anticipate that it does, we would anticipate that it would still be defined as the boundary. Since the driveway at the entrance to the property is very close to this southerly line and I do not believe that this area has any remaining fence, we would anticipate that we would define in detail the boundary location in this area and then locate the fence for the remainder of the southerly boundary. In addition, according to the Bartels survey, there are property pins located along the southerly boundary at the southwest and southeast corner of Lot 1- 1- 2 -1 -1 -7 of the SW 1/4 Section 1 and of the SW 'A and the NW Fract.' /a Section 1 and of Lot 1 of Mineral Lot 331. We would attempt to locate and /or replace these property corners if missing. 2. Prepare a plat of survey of the south line of the above noted property, showing the fence and the replacement of any missing corners. 3. Complete an Existing Site and Topography Survey in the immediate area around where there is present development or proposed per the Bruce development concept plan. The completed Site Survey drawing will include: • 1' Contours • Structures and landscape artifacts • Spot elevations around the foundation and on the steps of the various residences and buildings • Finished floor elevations of the residences & buildings • Overhead utilities • Other utilities that can be identified via a "One Call" • Individual trees that are greater than 8" in diameter • Edges of vegetative masses • Location of the existing access drive 4. The extant buildings include their home, the Grey house built in 1908, a barn, corncrib, icehouse, .hog house, garage, pump house, porch ramada, root cellar, and two servants' homes (for the gardener and the chauffeur), and the White House built in 1924 for their son, George R. Burden and his wife, Elizabeth, upon their marriage. George R. ( "Bill ") and Elizabeth Burden added a garden shed, two playhouses (only one extant), a woodworking shop, and a rock garden to the estate. The final building added to the estate was a cabin built in 1956 for Frindy Burden Gronen, daughter of George R. and Elizabeth. The Four Mounds Estate derived its name from the presence of four prehistoric burial mounds that line the bluff top just down slope from the Grey House. Staff Analysis: The Four Mounds Foundation is applying for funding from the Historic District Public Improvement Program (HDPIP) to prepare a site survey. The cost to prepare the survey is $7,670. The project will include best management practices to help minimize run -off to the Mississippi River from the Four Mounds site through a variety of measures including pervious paving for parking areas, rain gardens, a bio- retention cell, cisterns to contain building runoff, and reinforced ground structure parking. The reinforced ground structure parking utilizes reinforced grass areas to allow for parking during large events that won't damage the Four Mounds grounds. She stated the requested HDPIP funds will be used to help make aspects of the project as historically appropriate as possible, including saving and replacing limestone curbing as necessary, re- creating seal -coat paving to the lower -use service areas and creation of new overflow parking by expanding the existing parking through the creation of "invisible" parking areas at the Grey & White Houses. These measures will help preserve and re- create historic features as well as minimize damage to the grounds and eliminate the need for large parking lots. The extant buildings include their home, the Grey house built in 1908, a barn, corncrib, icehouse, hog house, garage, pump house, porch ramada, root cellar, and two servants' homes (for the gardener and the chauffeur), and the White House built in 1924 for their son, George R. Burden and his wife, Elizabeth, upon their marriage. George R. ( "Bill ") and Elizabeth Burden added a garden shed, two playhouses (only one extant), a woodworking shop, and a rock garden to the estate. The final building added to the estate was a cabin built in 1956 for Frindy Burden Gronen, daughter of George R. and Elizabeth. The Four Mounds Estate derived its name from the presence of four prehistoric burial mounds that line the bluff top just down slope from the Grey House. Staff Analysis: The applicants are applying for funding from the Historic District Public Improvement Program for the Four Mounds Public Improvement Project. The project involves the re- construction of the road, culverts and parking areas throughout the Four Mounds Estate Historic District. The project will include best management practices to help minimize run -off to the Mississippi River from the Four Mounds site through a variety of measures including pervious paving for parking areas, rain gardens, a bio- retention cell, cisterns to contain building runoff, and reinforced ground structure parking for overflow areas. The reinforced ground structure parking utilizes reinforced grass areas to allow for parking during large events that won't damage the Four Mounds grounds. Design Review Staff Report — Four Mounds Foundation HDPIP Page 2 The requested $100,000 in HDPIP funds will be used to help make aspects of the project as historically appropriate as possible, including saving and replacing limestone curbing as necessary, re- creating seal -coat paving to the lower -use service areas (circles and lanes leading to the front and back of the Grey House and the Barn) and creation of new overflow parking by expanding the existing parking through the creation of "invisible" parking areas at the Grey & White Houses. These measures will help preserve and re- create historic features as well as minimize damage to the grounds and eliminate the need for large parking Tots. Enclosed is a copy of the Four Mounds Foundation application, total project estimate, site plans and photographs of historical features of the Four Mounds Estate. There are currently sufficient HDPIP funds to finance the request due to a carryover of funds from a budget freeze in a previous year. The following is the cost breakdown for the project.
