Building Services Manager Rich Russell recommends City Council approval to hire a
part-time clerical worker to assist with the increased work load due to the increase in
roofing permits related to the hail storm and the increase in mechanical permits due to
the recent flooding, subject to a future budget amendment. It is anticipated that the help
would be needed for the next three to six months. The costs are covered by the
additional permit fees.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memo transmits a request to hire a part -time, clerical worker to assist with the
increased work load due to the increase in roofing permits related to the hail storm and
the increase in mechanical permits due to the recent flooding. Personnel manager
Randy Peck advises that this request must be approved by the City Council, as it is an
unbudgeted expense.
The Building Department issues 300 permits in a typical month. We issued 1043
permits in June and 742 permits in July.
We are requesting that the person work twenty hours per week. The cost, per week,
would be $306. The monthly cost would be $1224. The costs would be covered by the
increase in issuance fees alone. Using an increase of 400 permits per month, the
increased issuance fees would be a minimum of $2000.
The additional person would be charged with answering the telephone and relaying
messages, allowing our Permit Clerk to focus on the application and issuance of permits
and responding to inspection requests.
I would anticipate that the help would be needed for the next three to six months.
I respectfully request approval of this request.
