Housing and Community Development Department Director David Harris is
recommending that public hearing be set for September 6, 2011 to consider disposal of
property at 2302 Washington Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Public Hearing for Sale of Property at 2302 Washington Street

Introduction
The purpose of this memorandum is to request the City Council's approval of the
attached resolution, setting a Public Hearing for the purpose of disposing of City —owned
real estate at 2302 Washington Street.
Background
A Bee Branch home located at 320 East 24th Street was purchased by the City, for
removal in connection with the Creek realignment project. The Housing Department
reached agreement with the Habitat for Humanity organization to purchase this house
and move it to another lot, previously purchased by the City at 2300 Washington Street.
The structure on this lot had previously been deconstructed by the City, due to its
infeasibility for rehabilitation.
This lot was subsequently subdivided into two lots, in order to move the home from 320
East 24th Street, and a second City - purchased Bee Branch home located at 324 East
24th. Both homes will be sold to Habitat for Humanity, substantially rehabilitated and re-
sold to Habitat families.
Discussion
The lot at 2300 Washington has been subdivided, excavations dug and full basement
foundations constructed. The two East 24th Street homes have been relocated. Habitat
is now ready to purchase these properties from the City, each at a cost of $1.00. The
Housing Department will make a loan of $40 000 on each property to Habitat, for the
costs of moving the house, excavation, basement and foundation and installation of
utilities. This mortgage will be transferred to the Habitat buyer family at project
completion.
Action Requested
The action requested of the City Council is to approve the attached resolution, setting
the public hearing for the purpose of receiving comments on the proposed sale of the
property at 2302 Washington Street.

A RESOLUTION OF INTENTION TO DISPOSE OF CITY -OWNED PROPERTY,
SPECIFICALLY, LOT 1 OF BEE BRANCH SUBDIVISION NO. 1 IN THE CITY OF
DUBUQUE, IOWA, ACCORDING TO THE RECORDED PLAT THEREOF - 2302

WHEREAS, the City of Dubuque has acquired certain real property in connection
with the Bee Branch Creek Re- Alignment Project; and
WHEREAS, the City has received an offer to purchase this property from Habitat
for Humanity;
WHEREAS, by accepting the selected offer the City's objective of providing first -
time homeownership to a Tower- income buyer can be realized.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City of Dubuque, Iowa, intends to dispose of its interest in
the following legally- described property:
"Lot 1 of Bee Branch Subdivision No. 1 in the City of Dubuque, Iowa, according
to the recorded plat thereof."
Section 2. That the City of Dubuque, Iowa, proposes to dispose of its interest in
the above described real property to Habitat for Humanity for the sum of One Dollars
($1.00).
Section 3. That the City Clerk is hereby authorized and directed to cause this
Resolution and a notice to be published as prescribed by Iowa Code Section 364.7 of a
public hearing on the City's intent to dispose of the foregoing- described Property, to be
held on the 6 day of September, 2011, at 6:30 o'clock p.m. at the Historic Federal
Building, 650 West Locust, Dubuque, Iowa.
