Sealed bids were received for the Port of Dubuque Marina Project, Bid Package No. 2 —
Amenities Building & Site Work. Assistant City Engineer Bob Schiesl recommends
award of the contract to the low bidder, Portzen Construction Inc., in the amount of
$1,539,000, which is 0.71% under the estimate of probable cost. The award of the
improvement contract is subject to the approval and concurrence of the Iowa
Department of Natural Resources and the U.S. Fish and Wildlife Service.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the Port of
Dubuque Marina Project, Bid Package No. 2 — Amenities Building & Site Work.
BACKGROUND
In 2005, the Abonmarche Group, a consulting firm specializing in marina development,
completed a comprehensive transient boating market feasibility study for the local tri-
state area. The study's purpose was:
• To determine if a market exists for improved transient marina facilities.
• To validate local assumptions and determine if the expenditure of financial
resources will attract transient boaters.
The market feasibility study indicated a strong demand for slips for transient boaters
that cannot be met by the area's existing private marinas. This statistical study indicates
a theoretical potential demand for 800 slips in the primary and secondary Dubuque
market area. This, coupled with the full occupancy and waiting list at some marinas,
leads to the conclusion regarding an actual demand for approximately 200 transient
slips for the primary market area of Dubuque. The feasibility study found sufficient
market demand and validates local expectations about the market for improved
facilities.
Based on the credible findings of the market feasibility study, the City of Dubuque, in
cooperation with the Iowa Department of Natural Resources (Iowa DNR), in 2007 was
awarded an unprecedented $3,037,802 BIG (Boating Infrastructure Grant) Tier II grant
from the U.S. Fish and Wildlife Service (U.S. FWS) to develop a transient boating facility
at the Port of Dubuque.
Initially, the planned site for the marina facility was to be located on the main channel of
the Mississippi River, immediately downstream of the railroad train bridge. However,
due to the river site challenges, the significantly over budget cost projections, and the
inability to incorporate and provide the required amenities as stated in the City's BIG
Tier II grant proposal, the original main channel location was determined no longer a
viable option. City staff also recommended proceeding forward with the Ice Harbor as
the preferred alternate location for the marina project. On November 16, 2009, the City
Council concurred with the staff recommendation to proceed forward with the Ice Harbor
as the most economically viable, preferred alternate location for the marina project.
Staff has worked actively with property owners and stakeholders within the harbor to
discuss the plans for an expanded transient marina. Stakeholder participants included
Newt Marine, U.S. Coast Guard, Dubuque River Rides and National Mississippi River
Museum and Aquarium. A set of design and layout parameters were discussed based
upon navigational and operational considerations. Numerous conceptual layouts were
analyzed and presented to the Ice Harbor stakeholders for input. After a lengthy review
process, the City reached consensus approval on the final transient dock design layout.
MARINA FACILITY
The new and expanded Port of Dubuque Marina facility will be located along the
northerly shoreline of the Ice Harbor, adjacent to the new National Rivers Center and
the Museum's future outdoor Mississippi Plaza.
In order to meet the elevated expectations that recreational boaters demand in today's
market, the Port of Dubuque Marina project will also include the construction of a new
landside amenities service building. The amenities building will be approximately 3,000
square feet and will be located abutting the southeast corner of the National Rivers
Center. The amenities building will provide services and accommodations such as:
marina management facilities; dockside shower suites; restrooms; a laundry facility; and
a ship store. The new amenities building will be constructed to be universally
accessible. The ship store will provide services to boaters such as marine - related
supplies and accessories, convenience store goods, informational kiosk and tourism
destination information.
To allow for the construction of the new marina building, several underground utilities
will need to be relocated from within the impacted footprint of the building. Additionally,
new utility services, including sewer, water, electric, gas, phone and cable will be
installed to service both the amenities building and the floating docks.
As a result of the new building construction and the underground utility excavations, a
majority of the existing decorative concrete pavement will be removed and replaced.
The new decorative pavement around the exterior of the building will compliment the
Riverwalk but also create an outdoor patio connection between the building and the
entrance to the marina. Exterior building site work will also include adding landscaped
planting areas, trees, lighting, decorative railing, benches, trash receptacles and a bike
rack.
The exterior building facade was designed to complement the appearance of the
National Rivers Center but also create an individual identity for the marina facility. The
building will primarily be constructed of red masonry brick with both limestone and cast
stone accent features. The signature architectural element to the building will be the
curved glass curtain wall front entrance to the building. This glass front entrance will be
prominently visible from both the harbor and the Riverwalk.
In an effort to incorporate sustainable design and construction initiatives into the project,
the amenities building will include the use of: construction material recycling practices;
energy star rated mechanical and electric equipment; and the use of thermal efficient
glass to allow natural light into the store and office spaces.
BID PACKAGES
The Port of Dubuque Marina project was split into two (2) bid packages. Bid Package
No. 2 - Amenities Building included the conventional vertical building construction
elements, including furnishings, fixtures and equipment and the installation of water,
sewer, electric, and communication services. On April 18, Newt Marine Service of
Dubuque, Iowa was awarded Bid Package No. 1 - Transient Docks and Utilities (dock
dock fabrication, assembly and installation, and fuel system installation) in the amount
of $1,737,732.15.

Competitive sealed bids were received on the Port of Dubuque Marina Project, Bid
Package No. 2 - Amenities Building & Site Work on August 9, 2011. Portzen
Construction, Inc. of Dubuque, Iowa, submitted the low bid in the amount of
$1,539,000.00. This amount is 0.71% under the estimate of probable cost. A summary

The maximum budget for the project is $4,126,752 including preliminary and final
design, environmental review and construction. The estimate of probable cost includes
an overall 10% contingency. Based on the projected overall project cost
($4,038,419.15), including contingency, there is a potential project funding balance of
approximately $88,000.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the Port of
Dubuque Marina Project, Bid Package No. 2 - Amenities Building & Site Work to
Portzen Construction, Inc. of Dubuque, Iowa, in the contract amount of $1,539,000.00.
The award of the improvement contract is subject to the approval and concurrence of
the Iowa Department of Natural Resources (Iowa DNR) and the U.S. Fish and Wildlife
Service (U.S. FWS).

Whereas, sealed proposals have been submitted by contractors for the Port of
Dubuque Marina Project, Bid Package 2 - Amenities Building & Site Work (the Project)
pursuant to Resolution No. 199 -11 and Notice to Bidders published in a newspaper
published in the City of Dubuque, Iowa on the 23 day of June, 2011.
Whereas, said sealed proposals were opened and read on the 9 th day of August,
2011 and it has been determined that Portzen Construction, Inc. of Dubuque, Iowa, with
a base bid in the amount of $1,539,000.00, is the lowest responsive, responsible bidder
for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.

Dear Mr. Schiesl;
Excellent communication has occurred throughout inception of a transient marina in the
City of Dubuque. Much has been accomplished since first proposed at the main
channel location and now to be located in the Port of Dubuque. This communication
has not only been between the City and the Iowa Department of Natural Resources
(DNR) but has also included the U.S. Fish and Wildlife Service (FWS); the agency
which administers the Boating Infrastructure Grant program.
In April the Iowa DNR gave concurrence to proceed with activities contained in the Port
of Dubuque Marina Project, Bid Package No. 1- Transient Docks and Utilities. The
DNR has communicated with the FWS and received assurance that Bid Package No. 2
was within the scope of the City's federal Boating infrastructure Grant. The DNR finds
the Base Bid from Portzen Construction, Inc. acceptable and should receive the award.
