WHEREAS, it is deemed necessary and advisable that the City of Dubuque, Iowa,
should issue General Obligation Bonds to the amount of not to exceed $3,000,000, as
authorized by Section 384.24, of the City Code ofIowa, for the purpose of providing
funds to pay costs of carrying out an essential corporate purpose project as hereinafter
described; and
WHEREAS, before said Bonds may be issued, it is necessary to comply with the
provisions of said Code, and to publish a notice of the proposal to issue such Bonds and
of the time and place of the meeting at which the Council proposes to take action for the
issuance of the Bonds and to receive oral and/or written objections from any resident or
property owner of said City to such action and the right to petition for an election.

Section 1. That this Council meet in the Auditorium, Carnegie-Stout Public
Library, Dubuque, Iowa, at 6: 30 o'clock -E..M., on the ~ day of
May ,2000, for the purpose oftaking action on the matter of the
issuance of not to exceed $3,000,000 General Obligation Bonds for an essential
corporate purpose of said City, the proceeds of which Bonds will be used to provide
funds to pay costs of aiding in the planning, undertaking and carrying out.ofurban
renewal project activities under the authority of Chapter 403 of the Code ofIowa and the
Amended and Restated Urban Renewal Plan for the Downtown Dubuque Urban
Renewal District, including but not limited to the construction of additional levels of
parking spaces and expansion of the structured parking facility located on Iowa Street
between Fifth and Sixth Streets.
Section 2. That the Clerk is hereby directed to cause at least one publication to be
made of a notice of said meeting, in a legal newspaper, printed wholly in the English
language, published at least once weekly, and having general circulation in said City,
said publication to be not less than ten clear days before the date of said public meeting
on the issuance of said Bonds.

SUBJECT: Bond Sale to Support 5th Street Ramp Expansion
The purpose of this memorandum is to recommend a different funding approach
for the 5th Street Ramp Expansion project in order to realize significant savings for
the City. After discussions with Larry Burger from Speer Financial, Inc. and Bill
Noth, the City's Bond Counsel, it was recommended that the City sell the bonds
as General Obligation Bonds rather than Tax Increment Financing (TIF) Revenue
Bonds. Under the Iowa Code, essential corporate purpose G.O. Bonds can be
issued by the City, subject to a reverse referendum, if the ramp is within an Urban
Renewal Area and parking system improvements are stated as a purpose in the
City's TIF Plan for the area. We meet both of these requirements.
The benefits of issuing G.O. Bonds for the project instead of TIF Revenue Bonds
are several including reduced underwriters discount, reduced interest rate, no
required debt reserve fund, and no TIF coverage requirement. Under the G.O.
bond approach the longest a City can issue the bonds is twenty years rather than
twenty five years under the revenue bond approach. In doing a comparison with
the twenty five year revenue bond at a higher interest rate and the twenty year
G.O. issue, the actual annual payments for a general obligation bond issue is less
than the twenty five year revenue issue. Although we are changing the type of
bonds being issued, the repayment of the bonds will still be abated 100% from
increased parking revenues as was planned with the TIF Revenue Bonds.
The next bond issue for the 3rd Street Ramp will also be brought forward to City
Council as a G.O. Bond issue subject to reverse referendum, again, with no
change in plans for repayment of annual debt service from Downtown TIF District
revenues. The G.O. issue will tie up TIF revenues for the project for twenty years
versus Revenue Bonds which required twenty five years.
City Council is asked to approve the recommended change from TIF Revenue
Bonds to General Obligation Bonds and to adopt the attached resolution fixing the
date of May1 st for a meeting on the proposition of the issuance of not to exceed
$3,000,000 General obligation Bonds (for an essential corporate purpose) of
Dubuque, Iowa, and providing for publication of meeting notice. The bond sale
will be Wednesday, May 17th or Thursday, May 18th at 4:00 in Conference Room
B of City Hall for the purpose of awarding the bid or rejecting all bids.
