City Engineer Gus Psihoyos is recommending acceptance of the public improvements
recently completed in Holliday Addition by the Developer, QHQ Properties.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed material provides for City Council acceptance of the public
improvements which the developer, aHa Properties, has recently completed in
Holliday Addition.
BACKGROUND
As a condition of subdivision plat approval through Resolution No. 159-99, the
developer of Holliday Addition was required to install certain improvements
including street paving, storm sewer, watermain, and street lighting, and to
dedicate the improvements to the City upon completion. The developer of
Holliday Addition has substantially completed the improvements and has formally
requested the City's acceptance of the public improvements which have been
installed.
DISCUSSION
The Subdivision Ordinance requires that upon completion of all the required
public improvements, the subdivider shall notify the City in writing of the
completion of the improvements requesting that the City either approve or reject
the acceptance of the improvements, together with a statement of reasons for
any rejection.
On May 12, 2004, aHa Properties requested City's acceptance of the
improvements in Holliday Addition. Upon inspection by the City, it has been
determined that all of the public improvements required by Resolution 159-99
have been completed in accordance with plans approved by the City Council and
in conformance with City specifications.
RECOMMENDATION
I recommend that the City Council accept the improvements. Maintenance of
said improvements shall be the responsibility of the contractor, Steger-
Heiderscheit, for a period of two years from the date of acceptance by the City
Council.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution accepting the
improvements.

RESOLUTION NO. 33-05
ACCEPTING IMPROVEMENTS IN HOLLIDAY ADDITION
Whereas, pursuant to Resolution No. 159-99, certain improvements
including street paving, storm sewer, watermain, and street lighting were installed
by the developer of Holliday Addition.
Whereas, the improvements have been completed and the City Manager
has examined the work and his filed a certificate stating that the same has been
completed in accordance with the plans approved by the City Council and in
conformance with City specifications, and has recommended that the
improvements be accepted by the City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved
and that said improvements in Holliday Addition be and the same is hereby
accepted.
Section 2. That maintenance of said improvements shall be the
responsibility of the contractor and the owner for a period of two years from this
date.

2005.

Holliday Drive First Addition Improvements
To Wbom It May Concern:
Please consider this a formal request for acceptance of all public improvements to the approximate 15
acre development at the southwest comer of the Northwest Arterial and Asbury Road previously owned
by QHQ Properties, currently known as the Holliday Drive First Addition. It is understood that QHQ
Properties, being the developer, shall maintain said improvements for a 2 year maintenance period
following city acceptance at which time the irrevocable letter of credit at Premier Bank shall terminate
upon receipt of a release signed by the city of Dubuque.
