PARK AND RECREATION COMMISSION MEETING

4:30 p.m., in Snack Bar at the Bunker Hill Golf Course
Tom Blocklinger, Kim Daykin, Chuck Duggan, Gary Harjehausen, Paul
Hoffmann, Karen Lyness and Tom Schrobilgen
Staff present: Gil Spence, John Hail, Pat Prevenas and Eileen Trimble
It was moved by Blocklinger, seconded by Schrobilgen, to approve the minutes
of the December 14, 2004 meeting. The motion passed unanimously.
Leisure Services Manager Gil Spence explained that bids went out for the
concession operation at McAleece Park and Recreation Complex, but only one
proposal was received. The proposal was from the same concessionaire as the
last three seasons, but he proposed a guarantee of $7,500 per season, down
from a guarantee of $15,000. Staff would like to think about other options and
not make a decision until they can investigate further.

McAleece concession operation until staff can check other options. The motion
passed unanimouslv.
Mr. Spence had design plans available at the meeting for some of the following
projects:
. Harvest View Park: City Council awarded construction contract at Monday's
meeting; amount was under budget because play unit was taken out and put
in CIP budget later; asphalt walkway around; shade structure; landscaping;
should have approximately $16,000 contingency.
. Water Works Park: located at the Hawthorne Street Peninsula; Steve
Ulstad is the architect; there will be a play unit, rest room building, extra boat
parking, vehicular traffic on one side; should be under construction right after
July 4th.
. Pyatigorsk Park: located at 16th and Kerper, the corner by Peosta Channel;
original design was done by a landscape architect from Pyatigorsk, Russia;
want to be ready to start construction by July 1 sl.
. Marshall Park rest room: will be using same floor plan as rest room at Flora
Park (with some additions), which will save a lot of money on design costs;
$150,000 project budgeted for next year, but staff want to be ready to start
construction July 1 sl.
. Gateways: 1) corner of White and 5th Streets; will be replacing a lot of
sidewalk with stamped concrete to look like brick; some plantingsl
"0 landscaping but not a lot because most of this area is under the overpass. 2)
Locust Street connector; a wall will be created out of poured concrete, to look
like limestone; will have City of Dubuque sign welcoming guests to Dubuque;
iron fence back ten feet, with trees along it; work will be less extensive than
originally planned, partially because of IDOT regulations. Both gateways will
be bid together as one project.
. Indian Roorn rest room: will be significant improvement to building.

. Maintenance building roof: project was bid out and came back with good
price. The high bid was double the amount of low bid.

Golf course renovation: nothing budgeted this year; $50,000 next year; design
work fall of 2006; first phase of work would start in fall of 2007.
Budget hearing with City Council is at 6:30 p.m. on Thursday, February 24th for
all three divisions.
Park Division Manager John Hail updated commissioners:
~ Staff spent most of last week on snow removal, with five people working on
ramps, eleven-hour days. ~ Gardner is in process of ordering/planting seeds in
the greenhouse activity. ~ Staff has started annual preventative maintenance on
all equipment. ~ If temperatures remain cold, we will start flooding ice rinks
Thursday. ~ Lights at in-line hockey rink at Allison-Henderson have been re-
aimed; new switch is on light pole and ready to go.
Recreation Division Manager Pat Prevenas updated commissioners:
~ Have eight coed and sixteen men's teams registered for dodge ball leagues;
teams play five games, five minutes each; foam covered balls. ~ Department is
offering a beginning ice-skating class at Five Flags; being taught by a Loras
College student. ~ Hempstead Pool is open on Sundays from 1 :00 to 4:00 p.m.
for public swimming, and 4:00 to 5:00 p.m. for adult lap swimming and water
walking. ~ The Recreation Division Fall Report was distributed at the meeting
and may be found as part of the original minutes. Mr. Prevenas commented on
the following items from the report: Therapeutic programs are on a decline,
partly because most of the clients require someone to bring them to program and
if staff person is not available to bring them, they don't sign up; Recreation
Classes dropped from last year, mainly because of after school sports; swim
lesson numbers are good; Uptown open gym numbers are ahead of last year;
Prescott after school shows a large difference because of how we record the
numbers.
ADJOURNMENT: It was moved by Daykin, seconded by Lyness, that the meeting be adjourned at
5:10 p.m. The motion passed unanimously.
