SUBJECT: Grant Application for Boat Ramp and Parking at Water Works Park
Planning Services Manager Laura Carstens is recommending City Council approval of
an application to the Iowa Department of Natural Resources for a $50,000 Water
Recreation Access grant to reconstruct the boat ramp and trailer parking at Water
Works Park on the Hawthorne Street Peninsula. This park is a required local match for
the Vision Iowa grant for the America's River project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Grant Application for Boat Ramp and Parking at Water Works Park
INTRODUCTION
This memo transmits for City Council review and approval, an application to the Iowa
Department of Natural Resources (IDNR) for a Water Recreation Access grant to
reconstruct the boat ramp and trailer parking at Water Works Park. The application and
a resolution are enclosed.
BACKGROUND
The IDNR has a grant program called the Water Recreation Access Cost-Share
Program that is available for constructing or improving boat access facilities. Projects
can include boat launching ramps, loading/off-loading doclks and other structures to
enhance use by the public. There typically is $200,000 available for cost sharing each
fiscal year. The money is derived from the State Marine Fuel Tax fund.
DISCUSSION
Water Works Park will be constructed on the Hawthorne Street peninsula. The new park
is a required local match for the Vision Iowa grant for the America's River project. The
Vision Iowa Board has granted the City of Dubuque an extension for construction of
Water Works Park. Construction is scheduled to start after July 4, 2005.
The public boat ramp at the southern tip of the Hawthorne Street peninsula was
reconstructed in 1996 using a Water Recreation Access grant. The design for Water
Works Park calls for an upgraded boat launch facility, with 35 to 40 paved and striped
parking spaces for vehicles towing boat trailers. The estimated budget for reconstruction
of the boat ramp and trailer parking is $173,250.
The Water Recreation Access grant will fund up to 75% of project costs, but is very
competitive because there is only $200,000 available each year. Applications over

$50,000 are not likely to be funded. Applications are due the last working day of
January, with awards usually announced by April. The timing of this grant is expected
to fit within the timeframe for beginning construction of Water Works Park after July 4,
2005.
Approved projects costing over $25,000 must have plans certified by a registered
engineer before the grant agreement with IDNR will be issued. All federal, state, and
local permits must be obtained before construction begins. The City would complete
both the plans and the permit process prior to the grant award, since we would need
these done in any case.
RECOMMENDATION
I recommend City Council approval of an application to the Iowa Department of Natural
Resources (IDNR) for a $50,000 Water Recreation Access grant to reconstruct the boat
ramp and trailer parking at Water Works Park.
Since the grant application is due January 31, 2005, Planning Services staff will submit
the application prior to City Council review. If the City Council does not authorize the
application, staff will contact IDNR to withdraw it.

RESOLUTION AUTHORIZING AN APPLICATION FOR A WATER RECREATION
ACCESS GRANT FOR BOAT RAMP AND PARKING AT WATER WORKS PARK
Whereas, the Iowa Department of Natural Resources provides a Water
Recreation Access Grant Program for constructing or improving boat access facilities;
and
Whereas, the City of Dubuque has determined that the reconstruction of the boat
ramp and trailer parking at Water Works Park is consistent with the Riverfront 2000
Plan, a component of the 2002 Dubuque Comprehensive Plan; and
Whereas, the construction of Water Works Park is included as a component of
the Vision Iowa grant for the America's River project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the submission of an application to the Iowa Department of
Natural Resources for a Water Recreation Access Grant to fund reconstruction of the
boat ramp and trailer parking at Water Works Park is hereby approved.
Section 2. That the Planning Services Manager hereby is authorized to sign and
submit a Water Recreation Access Grant application for this project.

Dubuque is located on the Mississippi River in northeastern Iowa, adjacent to Illinois and
Wisconsin. This location makes Dubuque a major point of river access for the public. The
large volume of pleasure craft on the Mississippi River in the Dubuque area includes local
fishermen and boaters as well as visiting boaters from throughout Dubuque County and the
tri-state region.
These boaters have few options for boat launching along the entire six-mile length of
Dubuque's riverfront. The City of Dubuque maintains two public boat ramps, one on the
Hawthorne Street peninsula and the other on Schmitt Island. Consequently, both ramps
handle large volumes of river traffic during boating season, especially on summer weekends.
The ramp at the Hawthorne Street peninsula has slowly deteriorated due to the heavy public
use. Sections of the concrete ramp are shifting and cracking. Periodic flooding has also
contributed to the ramp's deterioration. The existing parking area for vehicles adjacent to the
ramp is seal coat gravel over asphalt. It has deteriorated due to heavy use by boaters and
poor drainage. Paving, striping and signing new parking spaces for vehicles with boat trailers
will allow the spaces to be used more efficiently.
Construction of Water Works Park will begin on the Hawthorne Street peninsula in 2005 as
part of the City's Riverfront 2000 Plan. The park design includes improvements that can be
used by boaters, including restrooms, viewing and picnic areas, and bikelhike trails.

Reconstruction of the concrete boat launching/loading facility at the south end of the
Hawthorne Street peninsula. Approximately 10,000 square feet of concrete would be
replaced. Work would involve demolition and removal of deteriorated concrete sections, and
placement of compacted stone base and new concrete sections.
Reconstruction of parking areas adjacent to the boat ramp. Excavation of existing seal coat
gravel. Replacement with approximately 15,000 square feet of paving striped and signed for
35 to 40 parking spaces for vehicles with boat trailers.
