Housing and Community Development Department Director David Harris is
recommending that a public hearing be set on February 28, 2005, to consider the
Community Development Block Grant Fiscal Year 2006 Annual Action Plan.

FY 2006 Annual Action Plan
Introduction
The Community Development Advisory Commission is submitting the attached Fiscal Year 2006
Annual Action Plan to the City Council for public hearing and approval as part of the FY 2006
budget. This memorandum requests that the City Council set a public hearing on the proposed plan
for Monday February 28,2005.
Discussion
The Annual Action Plan as shown on Exhibit A presents a plan for the use of Community
Development Block Grant (CDBG) funds for Fiscal Year 2006 as approved by the Community
Development Advisory Commission. The proposed Annual Action Plan was developed following a
series of public meetings in October and November, during which time the Commission received
input on the five-year Consolidated Plan and the FY 2006 Annual Action Plan. The Consolidated
Plan will be presented to you at a later date.
The Commission held a public hearing on December 8, 2004 and approved a plan based on a
projected entitlement of $1 ,474,000 and program income of $586,330. This changed when HUD
posted the final CDBG entitlement allocations for FY 2006 in late December. The City of Dubuque
CDBG revised allocation is now $1,398,731. This is a reduction of 5.6 %, or $82,269 less that our
current year allocation of $1 ,481 ,000. All entitlement cities have received an approximate 5%
decrease due to overall funding reductions by Congress. We had anticipated a $7,000 decrease
when the Commission approved the FY 2006 Annual Action Plan.
The Commission reviewed a revised FY 2006 budget on January 12, 2005 in order to reprogram the
loss of $75,269. They approved the plan at a public hearing on January 19, 2005.
The Commission had approved two Economic Development Revolving Loan Funds at their
December 8th public hearing. The City Council approved the funds at their December 20th meeting
and they are incorporated into the FY 2006 Annual Action Plan.

A 30-day comment period as required by the Citizen Participation Plan has begun with publication of
a notice in the Telegraph Herald and Dubuque Advertiser. A public hearing with the City Council
should occur at the conclusion of the 30 day comment period to discuss the Annual Action Plan.
In prior years, the public hearing has been held during the joint department budget work session.
The final adoption of the plan would take place at the final public hearing and adoption of the City's
annual budget. Adoption by resolution of the City Council is required prior to submission to HUD.
Recommended Action
I recommend that the City Council adopt the attached resolution setting a public hearing on February
28, 2005 on the FY 2006 Annual Action Plan as shown on Exhibit A. This is the date of the
department budget hearing for Housing and Community Development. Final adoption of the Annual
Action Plan as recommended on Exhibit A will occur at the final public hearing and adoption of the
City's overall annual budget in March.

A RESOLUTION SETTING A PUBLIC HEARING ON THE PROGRAM YEAR
2005 (FISCAL YEAR 2006) COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) ANNUAL ACTION PLAN.
Whereas, the City of Dubuque has, through a series of public meetings and
hearings, finalized a Program Year 2005 (Fiscal Year 2006) Community Development
Block Grant Annual Plan addressing both housing and non-housing needs in the
community; and
Whereas, copies of the draft Program Year 2005 (Fiscal Year 2006) CDBG
Annual Plan will be available for public comment for 30 days prior to City Council
action; and
Whereas, the City's Community Development Advisory Commission has
reviewed and recommended adoption of the Annual Action Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Carnegie Stout Public Library
Auditorium, 360 West 11th Street, Dubuque, Iowa at 6:30 p.m. on February 28, 2005 for
the purpose of holding a public hearing and taking action on the Program Year 2005
(Fiscal Year 2006) Community Development Block Grant Annual Action Plan.
Section 2. that the City Clerk be and she is hereby authorized and directed to
publish a notice of such public hearing and the City Council's intent to review and take
action on the Program Year 2005 (Fiscal Year 2006) Community Development Block
Grant Annual Plan.
