SUBJECT: Putnum Street and Muscatine Street
In response to a citizen request and after investigation, City Engineer Gus Psihoyos is
recommending the installation of stop signs for the traffic on Muscatine Street at
Putnam Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This is in response to a request from a citizen to investigate the need for
additional traffic control at the intersection of Putnum Street and Muscatine
Street.
DISCUSSION
The intersection of Putnam and Muscatine is currently an uncontrolled
intersection, which means that right-of-way is determined by State Code and City
Ordinance that requires motorists to yield to the vehicle on the right.
A review of accident reports indicates that there have been nine accidents at this
intersection in the last four years. Because of the low volume of traffic, this
translates into a relatively high accident rate. Two of the four quadrants of the
intersection contain features that present considerable sight distance restrictions. .
The safe approach speed for all legs of the intersection is below that which is
considered acceptable.
The Manual on Uniform Traffic Control Devices states that STOP signs should be
installed in a manner that minimizes the numbers of vehicles having to stop.
While curren1 traffic counts are not available for these streets, it is believed that
the traffic volume on Putnam Street is higher than that on Muscatine. In addition,
Putnam is part of the Keyline bus route.
RECOMMENDATION
Based on the investigation of the intersection, I recommend the installation of
stop signs for traffic on Muscatine Street at Putnam Street.
ACTION TO BE TAKEN
The City Council is requested to pass the attached ordinance requiring traffic on
Muscatine Street to stop for traffic on Putnam Street.
