This is a claim in which claimant alleges that as a City of Dubuque employee was
trimming around flowers in the median area of the 1000 block of South Grandview, a
small rock was projected from the trimmer which struck claimant's vehicle.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the Iowa
Communities Assurance Pool.
