WHEREAS, downtown Dubuque provides a sense of community and place and
reflects how our community sees itself; and
WHEREAS, the central business district serves as the historic core of Dubuque and
contains buildings that highlight our heritage; and
WHEREAS, downtown employs area residents and is an indispensable and unique
shopping and service center in Dubuque; and
WHEREAS, a viable downtown is a critical factor in Dubuque business retention
and recruitment efforts and represents a significant portion of our local
tax base; and
WHEREAS, downtown provides a place for local events and celebrations and
attracts visitors; and
WHEREAS, "Savor the Flavors of Downtown" is the theme for Iowa Downtown
Month 2000, cosponsored by Dubuque Main Street, Ltd. and the Iowa
Department of Economic Development's Division of Community and
Rural Development.
NOW THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF DUBUQUE,
IOWA, DO HEREBY DESIGNATE THE MONTH OF AUGUST, 2000, AS:

IN DUBUQUE, AND I HEREBY CALL UPON THE PEOPLE OF DUBUQUE TO JOIN
THEIR FELLOW CITIZENS ACROSS IOWA IN RECOGNIZING AND PARTICIPATING
IN THIS SPECIAL OBSERVANCE.
