Dear Mayor Duggan:
We would greatly appreciate your help in promoting the 2000-
2001 United Way Services Campaign, which will take place
August 8 through October 31,2000.
It would be very beneficial if you could issue a proclamation
declaring August 8th through October 31 st, 2000 as UNITED WAY
CAMPAIGN TIME. Enclosed please find a copy of the
proclamation.
United Way Services will begin its campaign on Tuesday, August
8,2000. Therefore, it would be timely if the Proclamation were
issued at the August 7, 2000 City Council Meeting. We will have a
representative at this meeting to accept the proclamation.

WHERAS, Dubuque is one of2,300 cities in the United States and
Canada served by a United Way, and whose function is to
Collect funds through voluntary contributions in one major
Campaign each year for 17 health and welfare agencies;
and
WHERAS, all residents of the Tri-State community benefit greatly
from the programs and services given by the United Way
Agencies serving our community; and
WHERAS, through ajudicious study of human care needs, it has been
Determined that $1,560,000 is needed to cover the more
pressing community services of health and welfare
agencies and special projects for the coming years; and
WHERAS, generally giving to the multiple causes through the medium
of the United Way is a democratic, humanitarian,
accountable way of efficiently meeting these community
obligations; and
WHERAS, United Way Services, Inc. will conduct its annual fall
campaign from August 8th through October 31 st of this
year.
NOW THEREFORE, I, TERRENCE M. DUGGAN, MAYOR OF
THE CITY OF DUBUQUE, lOW A DO EXTEND
CONGRA TULA TIONS TO THE UNITED WAY SERVICES
BOARD OF TRUSTEES, VOLUNTEERS, AND STAFF, FOR ITS 72
YEARS OF SERVICE AND DO HEREBY PROCLAIM THAT THE
PERIOD FROM AUGUST 8TH THROUGH OCTOBER 31 ST BE
KNOWN AS
"UNITED WAY CAMPAIGN TIME"
AND DO URGE THA T EVERY RESIDENT AND PERSON

if he wants this to go through on 8/7 or to just sign it ahead of time & send it off to them.

and he will get back to me with changes etc.

Dear Mayor Duggan:
Greetings from the National Society of Fundraising Executives: Eastern Iowa Chapter. We are
pleased to announce that the 14th annual Philanthropy Day awards luncheon will be held on
Wednesday, November 8, 2000 at the University of Northern Iowa in Cedar Falls, Iowa. The
event honors outstanding achievements by individuals, corporate philanthropists and fundraising
volunteers in Eastern Iowa. There are three metropolitan areas represented in the Eastern Iowa
Chapter: Waterloo/Cedar Falls/Waverly, Cedar RapidslIowa City, and Dubuque/Clinton/DeWitt.
You will receive an official invitation to attend this important event at a later date, but I want to
provide this early notice and make a special request. As in past years, our chapter would
appreciate a proclamation focusing on the 14th annual Philanthropy Day on November 8. A copy
of the proclamation you provided last year is enclosed.
I would appreciate receiving the proclamation after it has been officially adopted in your city.
The members of the Eastern Iowa Chapter of the NSFRE (National Society of Fund raising
Executives) thank you for considering attending the ceremony in Cedar Falls and for declaring
Philanthropy Day in Waterloo on November 8, 2000.

WHEREAS,
philanthropic organizations are responsible for enhancing the quality
of life of people; and
in recognition of the role played by the uniquely American tradition of
philanthropy, the United States Congress has designated November 4
as National Philanthropy Day; and
voluntary associations formed to address societal needs are an integral
part of American society; and
the history of American philanthropy is filled with the names of the
founding fathers and their efforts spawned universities, free public
libraries, homes for widows and orphans and volunteer fire
departments, to name a few; and
in 1998, Americans contributed billions of dollars to the over 750,000
non-profit organizations registered with the Internal Revenue Service
(IRS); and

WHEREAS, today the non-profit sector affects nearly every citizen in one way or
another. They include the religious organizations, the museums and
concerts our children attend on school-sponsored day trips, the little
leagues and 4-H clubs that enrich their youth, the social service
agencies that provide food, clothing, housing and training and help for
the indigent.
