Housing and Community Development Department Director David Harris is
recommending City Council's approval of an application to the Kresge Foundation for
$750,000 for three years to support innovation and demonstration of healthy homes
approaches to complement the Green and Healthy Homes Initiative and HUD Healthy
Homes Production and HUD Lead Hazard Control Programs.
This application is for $750,000 for three years from the Kresge Foundation, which is
launching an Advancing Safe and Healthy Homes for Children and Families Initiative
(ASHHCFI). The grant will be administered by the Health Services and Housing and
Community Development Departments and the Community Foundation of Greater
Dubuque, utilizing the newly- formed Green and Healthy Homes Initiative. This
partnership includes Operation New View's Weatherization program, the Visiting Nurses
Association, local utility providers Black Hills and Alliant Energy, the Washington
Neighborhood Development Corporation, and other neighborhood associations and
non - profits to be recruited as part of the effort.

Re: Application for Kresge Foundation /Advancing Safe and Healthy
Homes for Children and Families Initiative
INTRODUCTION
The purpose of this memorandum is to request the City Council's approval of an
application to the Kresge Foundation for $750,000 for three years to support
innovation and demonstration of healthy homes approaches to complement our
Green and Healthy Homes Initiative and HUD Healthy Homes Production and
HUD Lead Hazard Control Programs.
BACKGROUND
Since January 1992, the City of Dubuque has addressed childhood lead
poisoning, first in cooperation with the Iowa Department of Public Health, and
then by conducting its own Childhood Lead Poisoning Prevention Program. In
1997, Dubuque was awarded a Round 4 HUD Lead Paint Hazard Control
Program Grant in the amount of $3.69 million; in 2003, a Round 11 HUD grant, in
the amount of $2.4 million; and a Round 14 grant of $2.98 million in 2007, for a
combined total of $9.09 million. In 2010 a $3.1 million dollar HUD Lead Hazard
Control Program Grant and $1 million HUD Healthy Homes Program Grant were
awarded. These programs have initiated many cost - effective measures to
prevent and eliminate childhood lead poisoning in Dubuque and built local
capacity through extensive public education efforts.
DISCUSSION
This application is for $750,000 for three years from the Kresge Foundation,
which is launching an Advancing Safe and Healthy Homes for Children and
Families Initiative (ASHHCFI). The grant will be administered by the Health
Services and Housing and Community Development Departments and the
Community Foundation of Greater Dubuque, utilizing the newly- formed Green
and Healthy Homes Initiative. This partnership includes Operation New View's
Weatherization program, the Visiting Nurses Association, local utility providers
Black Hills and Alliant Energy, the Washington Neighborhood Development
Corporation, and other neighborhood associations and non - profits to be recruited
as part of the effort.
This application will be for 120 units to be completed in conjunction with the
newly established Green and Healthy Homes Initiative. This comprehensive
approach will be utilized to enhance our current healthy homes production
through additional staff training, family and home case management, outreach
and education, hazard remediation, marketing and financing. It will also fund
supporting functions such as information systems development and data sharing.
It will promote sustainability through the funding of a staff position to seek
philanthropic investment and research and prepare grant applications.
If funded, this grant would be awarded in FY 2012 with work commencing in
January 2012. The funds will be expended during fiscal years 2012- 2014. City
matching funds are not required for this application.
ACTION STEP
The action requested of the City is to approve the attached resolution authorizing
an application to the Kresge Foundation for an Advancing Safe and Healthy
Homes for Children and Families Initiative grant in the amount of $750,000.

RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN APPLICATION
TO THE KRESGE FOUNDATION FOR THE ADVANCING SAFE AND HEALTHY
HOMES FOR CHILDREN AND FAMILIES INITIATIVE (ASHHCFI)
Whereas, the Kresge Foundation has made funds available for a national funding
opportunity to support innovation and demonstration of healthy homes approaches
intended to assist in expanding' healthy homes models throughout the country; and
Whereas, the City of Dubuque proposes to utilize this program to complement
the City's Green and Healthy Homes Initiative.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1: That the Mayor is hereby authorized and directed to execute an
application to the Kresge Foundation for an Advancing Safe and Healthy Homes for
Children and Families Initiative grant in the amount of $750,000.
Section 2: That the City Manager is hereby authorized and directed to forward
said application and resulting standard executed contract in a timely fashion and as
required by the Kresge Foundation.
