BACKGROUND Since January 1992, the City of Dubuque has addressed childhood lead poisoning, first in cooperation with the Iowa Department of Public Health, and then by conducting its own Childhood Lead Poisoning Prevention Program. In 1997, Dubuque was awarded a Round 4 HUD Lead Paint Hazard Control Program Grant in the amount of $3.69 million; in 2003, a Round 11 HUD grant, in the amount of $2.4 million; and a Round 14 grant of $2.98 million in 2007, for a combined total of $9.09 million. In 2010 a $3.1 million dollar HUD Lead Hazard Control Program Grant and $1 million HUD Healthy Homes Program Grant were awarded. These programs have initiated many cost - effective measures to prevent and eliminate childhood lead poisoning in Dubuque and built local capacity through extensive public education efforts. DISCUSSION This application is for $750,000 for three years from the Kresge Foundation, which is launching an Advancing Safe and Healthy Homes for Children and Families Initiative (ASHHCFI). It will also fund supporting functions such as information systems development and data sharing. It will promote sustainability through the funding of a staff position to seek philanthropic investment and research and prepare grant applications.
