08 17 00 Minutes this Meeting CITY OF DUBUQUE, IOWA COUNCIL PROCEEDINGS OFFICIAL City Council, Special Session, August 17, 2000 Council met in special session at 6:45 p.m. in the Sprague Room at the Holiday Inn Five Flags. Present: Mayor Duggan (6:55), Council Members Cline, Markham, Michalski, Nicholson, Robbins, City Manager Michael Van Milligen Absent: Council Member Buol Mayor Pro-Tem Nicholson read the call and stated this is a special session of the City Council called for the purpose of considering the transfer of a liquor license. Robbins moved to approve the Dubuque Jaycee's request to transfer their Class "S" Seer Permit to 6th and Town Clock Plaza. Seconded by Markham. Motion carried 6-0. There being no further business, upon motion meeting adjourned at 7:03 p.m. Jeanne F. These concerts have become more successful each year and are drawing increasingly larger crowds. It became apparent at the July concert that one specific area has become overwhelmed by the numbers of people who concentrate there for much of the evening. Some public safety concerns have resulted that are described ill this memorandum. BACKGROUND Thc concerts have been held since 1992. Over the years they have become increasingly popular and attendance has also increased accordiltgly. To accommodate the larger crowds Dubuque Main Street Ltd. has added food vendors and porta-potties, and the Jaycee's have added beer tents. They now hold dram shop licenses for three beer tents. One of the beer tents, designated as "tent B," has been located in front of Trilog directly east of the Town Clock. Ticket sales and one food vendor are also located there, and the crowd congestion is significantly heavier than in the other areas of the Plaza where food and beer are sold. It has become a body of people that does not thin out during the course of the event, and prevents reasonable passage of foot traffic between Trilog and the Clock. DISCUSSION The two main concerns identified by Fire Marshals Scott Ncyens and Mike McMahon, and Captain Paula Gieseman from the Police Department are: (I) that EMS could not get Rece~ved: 8/16/ 04:15PM; 319 589 4497 -> CITY OF DUBUQUE; Page 3 08/16/2000 WED 15:14 FAX 319 589 4497 DUBUQUE POLICE 1l!I003 into or move through the area if they needed to respond to a call for illness or inj ury of someone in that part of the Plaza, and (2) that any type of disturbance or panic which could OCCur in the crowd would result in people being trampled and more injuries occurring than might otherwise happen if we take steps to reduce the concentration of people at that juncture. Scott, Mike, and Paula believe that the beer tent is the biggest attraction at that spot. They have met with Dan LoBianco from Main Street Ltd., and with representatives from the Jaycee's and Kirchoff Distributing. Paula has also talked willi the State ofIowa Alcoholic Beverages Division and Sue Winter in llie City Clerk's Office. Everyone is prepared to move "tent B" approximately 120 feet south on the Plaza, beginning 1his Friday August 18, 2000, to help relive the congestion. Alliliat is required is the approval ofthe City Council.
